Indeed, the misunderstanding has be- come so serious that an official denial been contemplated, probably through the state department. The president, however preferred to disassociate himself entirely from any such announcement, no matter how e, in order that he might stand ammelled on his original offer 1tion at the beginning of the war. Two cardinal facts stand out in the minds of officials: First, that many such proposals originate in German circles; second, that their reiteration has been driving allled statesmen to an extremity of refutation from which it would be very embarrassing for them to recede, Without in any way passing on the ultimate outcome of the war, it is felt here that Germany has largely achieved her objectives and that she is in a. position to treat on the basis of her present gains without subject- ing herself to the inevitable losses of men and money caused by further hostilities. Might Be Considered Unfriendly. The Allies, on the other hand, have shown that they are absolutely posed to peace now. They have left not the least, doubt that they would regard an offer of mediatiod at this time as unfriendly. It is firmly be- lieved here in official circles that such an offer by this government would subject the United States to the charge of partisan interference in the war, Most embarrassing of all the mors, perhaps, is the constant reitera- tion that Ambassador Gerard is re- op- ru- turning to Germany with peace pro- posals from the president. This is de- clared, not only to be false, but to be actually dangerous. It is said to have created a very unfortunate feeling of intense irritation among the Allies and of unsbunded hopefulness among the German people, Who appear to be well satisfied with the war's results and cager for its end, The government will watch an op- portunity to offer mediation with a zealousness that could not fail to come from the chance to put an end to the most calamitous war in histor When official Teports from all sides indicate that such’a movement might succeed it will be scrutinized ver: carefully before heing atfemptea Until then unfounded agitation by persons not in a position to know the fundamental and decisive attitude of the belligerent nations is regarded as best calculated ta defeat the very_ends in view.
