He took for his sub- Jject “Municipal preparedness.” “Greater New York, the premier city of the nmew world, and possibly, 1t of great war, now of the appropriately as- ip which can be | wisely followed by other cities,” de- clared Mr. Woodruff. “In financ and economy, during the several years the fusion administration has been in office, there has been a gradual change from the previously extravagant method of financing, by the of fifty year bonds, known as corpor- ate stock bonds, to defray the cost of improvements of a technical charac- ter. “Other cities all over the land are overhauling their accounts, establish- ing modern reports and budgets and giving to their finances both present and future, a measure of prudent con- sideration that a generation ago would have been regarded as academic, if not_idealistic. “To those who maintain that par- ties are inevitable in a city one should point out that today nearly 500 Amer- ican municipalities have eliminated party designations from their local ballots as have cities like Boston, Pittsburgh, Seattle, San Francisco and Los Angeles, and while the disap- pearance of the party name does not invariably imply the disappearance of the party's spirit, it has always been followed by a diminunition of it in many cases to a mneglible quan- bt | Your Home Will be brighter, more cheerful, more homelike, if it is wired for Electric Light.
