New London, Nov. 14.—The Ger- man undersea freighter Deutschland was given a submergency test this morning. The craft went under wa- ter first at 9:20 remaining submerged until 10:03. She went under again before noon. This morning more provisions were placed on board, in- cluding two lambs. As far as the cargo is concerned the craft is ready to leave at any time, but it is not believed here that she will get away before the last of the week. L Washington, Nov. 14—Another great trans-Atlantic merchant sub- marine to take the place of the Bremen, sister ship of the Deutsch- land which was lost with all hands on her maiden vovage to the United States, now is being built in Germany. Definite information regarding the new vessel is lacking. The sub- marine, it is said here, will be purely mercantile in character. It is not known when the vessel will be ready for her first trip to the United State: The Deutschland, it was learned to- Gay, will not carry any regular mails from the United States to Germany on the coming trip. As all members are civil service employes they cannot participate in strikes. The constitution provides that under no circumstances shall the union engage in or support strikes against the United States government. The purpose of the organization, as stated in the constitution, is to pro- vide for the common welfare of the employes of the country, which may promote co-operation and tion and the betterment of the gov- ernment service in general.
