CHARTER CHANGES | % ) ARE DISCUSSED Board of Public Works Suggests Tmprovements-Petitions Received Changes in the charter which would prove beneficial to the department were discussed at a meeting of the board of public works yesterday aft- ernoon. Comissioner Moore spoke of a change which would make it pos- sible for the board to receive its ap- propriation earlier in the spring, thus enabling the department to commence its outdoor work several months earlier than at present. As it now stands the finance board meets dur- ing the month of March and acts on the various budgets. It is then nec- essary for the board to await the ac- tion of the city meeting which is held in April. Under the suggestion of Commission Moore several wecks of favorable w her for work could be used to advantage. Chairman Humphrey endorsed the sentiments of the commissioner speaking of the dis- advantage that the board has been placed at for many vears. A motion was passed to recommend to the charter revision committee that this change be included. Other matters discussed were for permission to or- der electric lights without going he- fore the common council, the sprink- ling of streets and the removal of dead trees. Nothing Doing. The United Electric Light and Wa- ter company petitioned the board for permission to place a manhole on West Main street near Crowell's drug store for the establishments of a transformer. At present the com- pany has a junction box at the loca- tion, but owing to the rapidly grov ing service it is inadequate, accordi to the company’s claims. Chairman Humphrey spoke in opposition to granting permission, basing his argu- ment that the approaching cold weather made it bad for ripping up the pavement and it was voted to lay the matter on the table. Francis Street Accepted. City Engineer Hall reported that Francis street has been graded an.l placed in shape and he suggested that it be accepted as a public hjghway and on motion of Commissioner Moore it was so voted. Bids For Retaining Wall. Engineer Hall was authorized to advertise for bids for the building of a retaining wall on Shuttle Meadow avenue and have them ready for ac- ceptance at the meeting of the board next Tuesday evening, Many Petitions Received. A large batch'of petitions were re- ceived by the board and were acted on in the following manner: Building line and grade of street from Ellis to Brook hearing ordered. Establishing of an 18 foot building line on Belden street, hearing dered. For permission and price to con- nect with the Myrtle street sewer from the Hart & Cooley company, permission was granted and the mat- ter of cost referred to the board of compensation and assessment. Macadamizing of Lake street, hear- ing ordered. Sidewalk on Shuttle Meadow ave- nue from Linwood to Lyon granted. Sidewalks on both sides of Chest- nut street from Bigelow street to railroad crossing, ordered laid before November 15, The remonstrance opposing laying of a sidewalk on the east of Burritt street from Broad street to Osgood avenue, was laid on the table. Petition for a grade on McClintock Road, north of Allen street, laid over, H. A. Bruemmer et al petitioned for abatement from nuisance on Monroe street, caused by school children walking on school property which, in rainy weather, causes mud to pile up on the sidewalk .It was voted to take the matter up with the hool board. Councilman Tommaz ki, who pet- itioned for a sewer Albany avenue, will be given a hearing. Petitions were received for oiling of Kelsey and Spring streets but the en- gineer reported that the work had been already commenced. A hearing was ordered on the pet- ition for the macadamizing ana curb- ing of Silver street from Orange to Broad street. Engineer Hall spoke of the wretched condition of Cleveland street after a petition was read asking for the lay- ing of concrete or cobble gutters. The board voted to have the work done before the cold weather sets in. The petitions for the placing of a gasoline service tank on Elm street from A. G. Hawker and for a cross- walk on the southeast corner of Wil- cox and Lasalle street were referred to the city engineer. Petitions for lights on Buell, Je- rome, Silver and Horace streets were laid over until after an inspection is made by the board. The petition for a water main in Warren street from C. L. Barnes was referred to the water board. The Title and Realty company, which petitioned for a sewer in City avenue, will be given a hearing. A hearing was ordered on the pe- tition of the Norden Building company for a flag and concrete walk on both sides of Norden street. Perm! on to move a building from Stanley street to Seymour street was referred to tho city engineer. The owner of the building has agreed to sign a bond that the street will not be blocked over three hours. The recent experience gained through moving a building on Clark street has made the board somewhat cautions, and it was decided to refer the matter to Cor- poration Counsel Cooper and the city engineer.
