Washington, July 20.—The tropical storm making its way up the Atlantic coast from the West Indies apparently was centered this morning 200 miles off the North Carolina coast, about eastward of Cape Hatteras. Latest despatches told of winds with a velocity of sixty-four miles an hour, but these were from the edges of the disturbance.
