It is now clear that the drive in the direction of Kovel has brought the German offensive at Lutsk to a standstill, and, according to the Russian communication, the Germans have brought up strong re- inforcements to defend the Stokhod line and Kovel. General Brusiloff, however, now has the impassable Pinsk marshes covering his righc flank and is in a position to outflank the German defenses of Kovel. New York, July 12.—On the heels of an announcement that there would be a democratic conference or unoffi- cial state convention in Saratoga early in August to adopt a state platform to consider candidates | for the state ticket, there came yester- day a call for the progressive state committee to meet in Syracuse on Sat- urday, July 22. These two meetings prior to the fall primaries are looked upon democratic-progressive fusion on the state ticket. Already the New York county pro- gressive committee by a practically unapimous vote has indorsed the can- didacy of Judge Samuel Seabury of the court of appeals, who in some quarters is regarded as the probable democratic nominee for governor. The state committee will have submitted to it a resolution of similar purport. The possibility that there might be a coalition of democratic and pro- ssive forces against Gov. Whitman aroused republicans yesterday. Gov.
