While disclaiming responsi- bilty for the particular anonymous pamphlet; which the Chancellor had cited, Vount Von Westrap declared that this and similar outbursts repre- sented a great popular movement | which the Imperial Chancellor has ig- | nored. Dr. Spahn, leader of the center party; Herr Von Payer. progressive, | and Dr. Gradnauer, socia , support- | ed the chancellor in his campa against ‘“‘the pirates of public opin- ion.” Herr Von Payer declared the | aim of the movement evidently the fall of Dr. Von Bethmann-Holl- weg, and the suspicion was justified that the movement had the support and encouragement of various mem- bers of the Reichstag. The policies of the imperial chan- cellor under fire have to do with the attitude of Germany toward the United States and peace. Dr. Spahn | said: “The explanations of the imperial chancellor and the minister of for- eign affairs, Herr Von Jagow, on the Zeppelin and submarine questions have reassured me. Our relations | with America must not be broken on | account of the submarine issue.” Count Von Westrap declared h uncompromising opposition to Pres dent Wilson as a peaec mediator.
