London, May 25, 7:29 a. m.—The Reichstag de- voted this afternoon to a discussion of the press censorship and ather features of martial law which are causing dissatisfaction. The budget committee moved the adoption of resolutions requiring the military au- | thorities to obtain the consent of the chancellor before they order the newspaper and asking the chancellor | 1o introduce a bill securing the | veople against encroachments on | their eivil rights in non-military mat- ters. Another resolution asked the chancellor to guarantee the impar- tiaility of the censorship and its re- | striction to military matters only. Several speakers complained that the censorship has grown Wworse rather than better since the last dis- | cussion in the Reichstag. One grievance which was complained of in particular is that newspapers con- | tinue to fall under the ban of the | | miilitary authorities for republishing | | articles which have already appeared in other parts of the country. | Deputy Pfleger complained that | | the chancellor was dependent on the | army commanders, who are enforcing | martial law and who claim the right | to_set aside the orders of the chan- | cellor whenever they regard them as incompatible with public safety. r Deputy Pfleger demanded the com- plete abolition of the palitical censor- ship. Zurich, Switzerland, May 22.—The government of Saxony has decided to take over complete control of the generation and distribution of elec- | tricity in the state. Coal fields and one big generating station have al- ready been acquired, and the Saxon Landtag has just voted several mil- lion dollars for further outlays. Eventually it is expected that the whole euectrical supply in the king- dom will be taken from the state system so that the government will be able to fix the lowest possible charges. At the same time the gov- ernment has no intention of prevent- ing local public bodies or private corporations and individuals from producing their own electrical power. As a beginning, the government has purchased for a million and a quar- ter dollars, the steam generating station at Hirschfelde on the river Neisse, belonging to a Berlin com- pany. This station has already a | capacity of 45,5600 kilowatts and the plant is quite new.
