Manning, Sr., represented the Second Mississippi district in congress. He holds the degree of A. B. from the University of Mississippi. He is mar- ried and has two children. = For more than twenty years he was engaged in technical and seientific work under the department of the interior. From 1885 to 1910, as civil engineer with the United States geological survey, he engaged in topographic mapping in nearly every state in the Union.
