(Waterbury Democrat) Regardless of our present contro- versy with Germany, it would be better if passengers were kept off ammunition ships and ammunition kept on passenger ships. Then there would be no possible excuse for the destruction of neutral life at sea. It would be still better if passenger trafiic and freight traffic could he separated absolutely in one class or the other somewhat as passenger and freight trains are distinguished In railroad ‘traffic, neutral nations would have a far easier time forc- ing belligerents to respect their rights. This suggestion is purely | one of expediency. There is no =- i ternational law or custom forbdding ! the carryng of war munitions on ocean liners. There is a federal law in this country which forbids the car- rying on passenger ships, domestic or foreign, ‘nitro glicerine, dynamite or any other explosive article or com- pound, or gunpowder, of any article which would be lkely to endanger the health or lives of passengers or the safety of the vessel” But ourna- tional department of commerce, long before this war started, ruled that this law permits the carrying of small arms and ammunition, and under its ruling the Lusitania was justified in having in her hold cartridges, shells, ete., of which German apologists have made so much. Legality or moral right is one thng, however, and wis- dom'is another. No matter what course of action the German govern- ment may take in the present instance everybody knows that the presence on a passenger ship of arms or ammuni- tion intended for the allles will al- woman for ways be a powerful incentive to sub- marine attack. While we are tryilng to make the German admiralty obey international law it would do no harm to avold putting unnecessary tempta- ton in its way.
