London, May 26.—Lord Kitchener retains the post of secretary of war in the new coalition cabinet which has received the approval of King George, The new first lord of the admiralty will be Arthur J. Balfour. Spencer Churchill, former head of ihe admiralty, is given the portfolio of chancellor of the Duchy of Lancaster. Herbert H. Asquith retains the pre miership and Sir Edward ‘Grey the ministry of foreign affairs. David Lloyd George, chancellor ‘of the ex chequer in the old cabinet, will be minister of munitiqns in the new one, Members of Néw Oabinet. Two Distinet Surprises. The promotion of Sir Stanley Buck- master, whose greatest activities dur- ing the war have had to do with the management of the.officlal press bu- vea, to the high honor of lord cha cellor, and the acceptance by Winston Spencer Churchill, formerly head of the admiralty, of the merely nominal duties of the Duchy of Lancaster, are two distinct surprises, The most prominent figure who re- tires from public life is Viscount Hal- dane. His affiliations with' Germany, and the continued newspaper attacks kased on these, made his retirement as inevitable as Prince Henry of Bat- tenberg’s retirement, some time ago, “from ‘the adniiralty for the same rea- son. Viscount Haldane received an expression of the government’'s con- fldence by the bestowal of the Order of Merit upon him: Retention Fully Expected. The retention of Lord Kitchener as head of the army, while David Lloyd George, with the newly created port- follo of the ministry of munitions, re- lievées him of the responsibility of managing the supply department, and alsd A. J. Balfour’'s acceptance of the admiralty post were fully expected. The Marquis of Lansdowne, whose bealth forbids hard work, 'becomes a members of the cabinet without duties, except. participating in -{ts. councils, &nd Mr. Churchill’s position is vi tually the same. His willingness to accept a subordinate position and work for the success of the new gov- irnment js likely to make him popular ‘with the country and aid his future political career. To Rally Workingmen, Mr. Lloyd George and ‘Mr. Hender- son_ will be especially charged with the task of rallying the wofkingmen 1o the government's support; and much is expected of the former chancellor in, organizing the country’s industries. Sir Edward Carson represents the Ulster faction of Ireland. Winston’ ENTERBRITISH CABINET Irish Na(imlist Leader’s Aot Ap- preved by His Parly. London, May 26.—It was revealed in the official announcement made last night on the new, coalition ministry that a place in the British cabinet was offered to Mr. John Redinond (the Irish nationalist leader), but he.did not'see his way to accept jit. The official statement says: The prime minister has docided that a new department shall be created, to be called the ministry of munitiohs, ! charged with organizing the supply of war, Mr. Lloyd George T:$ under- taken the formation and temporary direction of this department and dur- ing his tenure of office as ruinister of munitions will vacate the office of chancellor of the exchequer. Deal With Labor Matters, Tt is understood that Mr. Hender- son will assist the government in mat- ters relating to labor questions, espe- cially those arising out of the war. The king has been pleajed to con- fer upon Viscount Haldane of Gloan (the retiring lord high chaucellor) ‘the Order of Merit. Redmond’s Action Approved. Dublin, May 26.—The hish party at a meeting yesterday unanimously adopted a resolution approving John Redmond’s action in declining a seat in the new cabinet, The party issued a statement declaring that The events of last week have created a situation demanding the serious an4 careful consideration of the Irish people.” - Reciting/ Premier Asquith's assur- ance that the coalition wouid not in- volve the surrender by any Lerson of his political purposes or ideals the’ statement continues: Promise Hearty Co-operation, “We accept that declaration, and 80 long as the pledge is honorably and strictly observed, we shull be ready to give to the new government, in, carrying on the war, the same hearty | co-operation as has been given by the party to the last government. “This war, as the world has re- peatedly been' assured by British statesthen, is being waged for the strict and Thonorable maintenance of treaties,’ and for 'the right of small nations to freedomr and the unhamp: ered development of ' their natlonal life. These principles arc very dear to Irishmen and of incalculable value to the future of the Irish race. - But, while we feel confident ihat these principles ‘will be remembered and acted upon in any future transactions, between the British and Irish nntlon!, 4nd while’ we accept ‘this pledge of the prime minister we feel that this 1§ the nour when it {s incumbent upon us to remind the Irish people that the great achievements of this purty, and the movement from which it sprang have been won by reliance upon them- Selves and by independent action in parliament, and we are strongly of the opinion that the chairman acted wise- ly in declining, even in the extraer- dinary and unlooked for circumstances of the present hour, to depart in the least degree from the policy on which the great success of this party has been ‘built;and that. the old ' policy should be strictly adhered to until an Irish government is in actual control of every inch of Irish soil.” i Leseon for Irish, The statement says that the great lesson of the events of the past week for the Irish people is the .necessity of ‘thorough organizdtion and’appeals to the local leaders to reorganize the United Irish league in every parish where. it is inactive.
