REFUTES ACCUSATIONS AGAINST RUSSIANS Petrograd Claims Inhabitants of Memel Treacherously Took Part in Fight Against Czar's Forces, London, March 30, 5:08 a. m.—A semi-official statement issued at Petro- grad, says a despatch to Reuter's Telegram company, designed to con- trovert the Germans’ contentions that the assault on Memel was an attack upon an unfortified town, again re- views the fighting which is said to have preceded the occupation and de- clares: “The inhabitants of the town treacherously took part in the fight- ing, compelling the Russians to adopt exceptional measures which were un- avoidable under the circumstances.” The statement enumerates viola- sia charges agaisnt Germany, and de- clares that under the circumstances country has no right to make accusations against the Russian troops.
