The issuance of bonds amounting to $260,000 was authorized by the com- mon council at a special meeting last night. Of that amount $170,000 was for school bonds with which to pay for the erection of the Vocational High school and $90,000 was for the expansion of the sewer system. There was no opposition to endors- ing Mayor Quigley’s offer of -$1,000 reward for information which will re- sult in the arrest and conviction of the murdererrs of Rev. O'Connell, a lawyer of Boston, who hag been retained in the defense of Werner Horn in the pending extra- dition proceedings for his transfer to Canada to face a charge of attempt- ing to blow up railroad bridge from Maine to Canada, visited the Hotel Arietta in Tompkinsville, aten Island, yesterday, took posses- sion of Horn's trunk, which had been left there. Horn stopped at that ‘otel for a time, Before leaving this city for Boston, Mr, O'Connell said that papers in the trunk prove that Horn is a reserve officer in the Ger- man army and on this he will base his defense of his act, claiming it to be a political crime and not extra- ditable, Mr. O'Connell said Horn had served nine years in the German army before leaving the fatherland and that thc papers in his trunk show he had re- tained his standing as a reserve of- ficer.
