And it purden, let me say, to ves. | remove the uncertainties, has 'been suspicious of | of it according as | fall upon a particular administration of this government to have to under- take practically the whole business of i final definition. That is what has been { attempted by the Congress now about to come to a close. It has attempted the definitions for which the coun- | try has been getting ready, or trying to | get ready for nearly half a generation. Period of Test. “It will require a period of test to determine whether they have success- fully defined them or not, but no one needs to have it proved to him that it was necessary to define them and and that the uncertanties being removed, com- mon understandings are possible and a universal co-operation. Watch Big Fellow. “If my judgement is correct, nobody any business but they have been suspicious whenever they thought that the bigness was being | used to take an unfair advantage. We | all have to admit that it is easier for a big fellow to take advantage of you than for a little fellow to take advan- i tage of you; therefore, we instinctively ; watch the big fellow with a little clos- er scrutiny than we watch the little fellow. ‘But, bond having been given for the big fellow, we can sleep o'nights. ““The era of private business, in the sense of business conducted with the money of the partners—I mean of the managing partners, is practically passed, not only in this country, but almost everywhere. Therefore, almost | all business has this direct responsi- bility to the public in general. We owe a constant report to the public, whose money we are constantly asking for in order to conduct the business it- self. merely because it was big, Rules of the Game. “There are, therefore, 1 suppose, certain rules of the game. I will men- tion what seems to me some of them. 1 have already mentioned one of them by way if illustration. First of all is the rule of publicity, not doing any- thing under cover, letting the public know what you are doing and judge it is. There are a great many businesses in this country that have fallen under suspicion be- cause they were so secretive, when there was nothing to secret that was dishonorable. FPublicity, which is re- quired in sport, is required in busness. Let's see how you are running the game. “Then, in the second place, there is a full equivalent for the money vou receive, the full equivalent in ser- vice, not trying to skimp in the ser- vice in order to increase profits above a reasonable return, but trying to make the profits proportioned to the satisfaction of the people that you serve. There isn't any wmore solid foundation for busin than that. Our Chief GCompulsion. “Then, in the third place, this game requires something more than ordi- nary sport. It requires a certain kind of conscience in business, a certain feelng that we are, affer all, in this world because we are expected to make good according to the standards of the people who live with. That, af- ter all, gentlemen, is the chief compul- sion that is laid on all of us. “Then, the fourth rule as it seems to me, Is the rule of having the spirit or service. 1 know.men in this city-— there are men in the scientific bureau of this government whom 1 could cite —~who could make very big -salaries, | but who prefer the satisfaction of do- ing things that will serve the whole community, and doing them just as well as they possibly can be done. T for one am proud of the scientific bureau of this government.” FILLED WITH ANGUISH BY EFFECTS OF WAR Pope Benedict Writes Cardinal An- drieu That Nothing Is More De- sirable Than Peace in Europe.
