A POLICY WITH HONOR WITHOUT VACILLATION Our very able and always inter- esting contemporary, the Miami Herald, vigorously resents an inti- mation in a recent number of the Telegram that the Herald seems to want war between the United States and Mexico because of the accident- al killing of four or five American citizens on the Arizona border by the shots of Mexicans firing at each other in a row on their own soil. The following quotation is from the Herald: “For the first time in memory, the Tglegram has guessed wrong. That Paper usually has such a clear vision of things that it is a disappointment to find that it draws the wrong con- clusion, even once. The Herald is not in favor of declaring war against anybody. What the Herald has crit- icised in the handling of the Mexi- can affairs is that it tends to bring on the necessity for war, whether Wwe declare it or not. Wihat this pa- per regards with extreme disfavor is the vacillating policy of the admin- istration towarq the Mexican people, especially that part of them that is in arms. It is that policy that has permitted the lives of Americans to be taken without protest from this country. It is that policy that has made it impossible for Americans to live and do business in Mexico.
