HERE ARE THE NEW WAR TAXES Yesterday the new war tax law passed by congress to supply the de- ficiency caused from falling off in custom house receipts because of the European war went into effect. Here are its leading provislons: One 5-cent stamp will be attached to al] debentureg and certificates of indebtedness of any association, company or corporation on each $100 or fraction. Stock certificates Avtll pay a similar tax. All promisory notes will pay 2 cents for each $100 or fraction. Deeds, mortzageg and other public documents will be taxed likewise. All taxable document filed after De- cember 1 must bear stamps in the proper amounts or otherwise the fil- ings will not be legal. A deed will not convey a clear titile to property unless the stamps are attached. All newspaper publishers will be required to pay one cent for each bundle of paper sent out of the county in which the paper is pub- lished. But the editorg are to be trusted for their share of the tax. They will be required at stated intervals to submit sworn statements to the collector of internal revenue of the number of bundles they have ship- ped and attach the required value of stamps to their statements. All insurance policies excepting life, health and accident will be taxed at the rate of two cents for each $100 on the face value of the policy. All tobacco dealers and manufac- turers of all kinds of tobacco, as cigars, snuff and cicarette will have to pay a license tax. Banks will have to pay $1,000 on their surplus. Considerable revenue also ig ex- pected from pool and billard halls and bowling alleys., Such institu- tions will have to pay $5 annually for each table or each alley. Pri- vate clubs wherein tables or alleys are not operated for a profit will be exempted. $1 capitalization per and Brokers who have not paid as bankers will be assessed $30 per annum. Pawbrokers will pay $50 commercial brokers $20, warehouses brokers $10 and commission mer- chants $20. Proprietors of theaters will be as_ sested according to the seating ca- pacity of their houses. Houses seating not more than 250 will pay 25 yearly; from 250 to 500, $50; from 500 to 800, $75; and more than 800, $100. All circuses will each State in which they exhibit. All other public exhibitions or shows given for profit will pay $10 each, Steamship passage to foreign ports will bear the following rates: One dollar for each ticket costing $10 and not more than $30; $3 for each ticket costing $30 and not more than $60; $5 for each ticket costing more than §60. Tickets costing Jess than $100 will not be taxed. Entries and withdrawalg of goods from United States custom houses and bonded warehouses also will be taxed at the rate of 25 cents for values up to $100; 50 cents up to $500 and $1 over $500 for entries, and 50 cents each for all withdraw- als. Telephone and telesraphic mes- sages will be taxed 1 cent for each kharge of 15 cents or more. The telephone companies will be re- quired to collect from thelr patrons and pay to the government. When anybody wants to cite a real good town in every way, one that the whole State can ‘‘point to with pride”, Lakeland is the one first mentioned. ———— Although Leo ,Frank seems to have reached the end of his legal resources it ig quite unlikely that he will be hanged for the murder of Mary: Phagan. But we take no stock in the talk that the jury was intimidatei by the mob spirit in the court room as well as outside, to bring in a ver- diet of guilty, Average men trying such an issue are not built that way, and even if they were it is insult- inz to the presiding judge and to the judges of the Supreme Coprt of Georgia, the lattef body having reviewed the whole case, to say that they were such moral weaklings as to be coerced by the spirit of lynch law into sympathy with it by refus- ing Frank a new trial. The man is almost certainly guilty, but be- cause it isn't certainty beyond an honest doubt, he ought to have a new trial Every Town in Florida to Have “A Save a Baby Club” to Help the Children’s Home Society of Florida Secure Funds for Its Work. A unique plan and one in which every man, woman and child in Florida can have a part has been sugzested by Supt. Marcus C. Fagg, pf the Children’s Home Society of Florida, for the purpose of securing funds to continue the great state- wide work of this organization in behalf of the homeless, orphan, and needy children of Florida. The plan calls for the temporary organization of a “Save a Baby Club” in very city, town and ham- let in Florida, each Club to make an effort to secure ten cents from every man, woman and child in that town; the Society offering a beauti ful silver Loving Cup to the eclub which raises the largest amount of money in proportion to the popula- tion of that town. Each dime will purchase a share of stock in the “Florida Save a Baby Club,” of which each town will be a local branch. Special certificates will be issued to the purchaser of ten, fifty and one hundred shares. It is not the plan of the Home Society to ask any money in place of money being contributed to some other church or charity, but in addition to those contributions, go that every church and Sunday school ghould be inter- psted in the plan, In addition to the money each club will be asked to get up a barrel or box of children’s clothes, shoes, stockings, staple provisions, canned goods and preserves, and other ar- ticles that children can eat, wear or enjoy.
