I{E IT ORDAINED BY THE CITY CoM- MISSIONERS OF THE CITY OF LAKELAND, FLORIDA : . Section 1. That the city commissioners shall appoint some suitable person to be known as the inspector of plumbing and sewer connec- tions of the City of Lakeland. The s.-ud’p son shall have had at least FIVE years’ ex- perience as a plumber, and he shall not l;e engaged in the plumbing business during his torm of office, either direcily or indirectly, and his salary shall not be less than FIFTY DOLLARS per month. Section 2. city commissioners a board of plumbing ex- aminers, consisting of one commissioner, one master plumber, and one journeyman plumb- er who shall act without pay, and whose du- ties shall consist of passing on the qualifi- cations of all persons who desire to engage in the plumbing business in the City of Lake- land. This examination shall satisfy the said board of examiners as to the applicant’s qual- ifications as a plumber and his familiarity with the plumbing regulations of the city of Lakeland. The plumbing inspector shall act as secretary of sald 3 ; Section 3. It shall be the duty of said board to authorize the city clerk to issue li- cense to competent plumbers, but before en- gaging In business he shall flle with the city clerk a bond in the sum of one thousand dol- lars, to be approved by him, and payable to the city of Lakelend, Florida, for the faithful discharge of his duties as plumber in accord- ance with the provisions of the city ordinances regulating same. . .g:lctllx:l‘ 4, It shall be the duty of the in- spector to see that all provisions of this or- dinance are conformed to. Wherever the word inspector occurs, the same shall be under- stood to refer to the inspector of plumbing and sewer connections. Section 5. There shall be charged and col- . lected by the clty an inspection fee for all old, new, or remodeled plumbing inspected in the city of Lakeland. The fee shall be two dol- lais for each sewer ccnnecti-n, and one aol- lar and a half ($1.50) for the first fixture or waste opening and fifty cents for each ad-{ ditional one, and seven and a half dollars (7.50) additional for sewer connections in the paved district, The inspector shall have (wo ofice hours per day--one in the morning ind one in the evening—and any plumber want- ing inspeetion made shall notify the inspector in his oMice hours; and the ‘nspector 1 inspect all work that he is notificd of in his sald office hours before the fo'lowing hours whenever practical. 3 Section 6. No person shall proceed with any portion of any plumbing, dralnage or scwer work, extend or alter old or new work (except necessary repairs) until he has filed at the office of the inspector a plun showing the location of all fixtures and the run of all waste pipes, sald plan to be approved by the inspector before any work Is started, also tiving a complete description of building, lo- cation of same, the name of owner, and the street number of building; and puid all in- spection fees to the city herein provided for. Section 7. The plumbing inspector is to be the judge of the quality of tme materlal and workmanship, according to the ordinance. Section 8. The inspector shall have the privilege at any time of entering and in- specting the plumbing and drainage of any premises, and If the same are found to be in an unsanitary condition ,he sharr order the same altered to conform to the provisions of this ordinance. Any person, firm, corpora- tion or association failing or refusing to make said alterations for a period of fifteen days ' after such notice, shall be inafter provided. Section 9. Where it is desirable to connect old plumbing with the city. sewers, the plum- ter contemplating doing such work shall no- tify the inspector who will inspect such work and notify the plumber what alterations will be necessary to place the work in an accept- able condition for connection with the city sewers, Section 10. All work shall be executed in a thorough and workmanlike manner, and all waterial shall be the best of its kind and sutisfactory to the inspector. Section 11. When work is ready for in- spection, a notice must be sent to the office of the inspector, and all work shall be left uncovered until inspected and avproved. Section 12. All plumbing work in buildings shall be tested by the plumber in the pres- ence of the inspector, by the water or smoke test, as he may deem best under the clrcum- stances, and to his satisfaction; and when punished as here- the work does not stand the test prescribed, | connection with the city sewers will not be permitted, but the plumbing shall immediately be put in such condition that it will stand sald test. i Section 13, On all old work where it would be inconvenient to apply the water test, the smoke test will be sufficient. Section 14. No waste or back air pipe shall be tapped into a soil pipe, but shall be in- serted with the proper fittings. Section 15. All joints belween lead and brass on any part of the plumbing where sol- der Is used shall be full wiped joints; no wiped cup joints will be allowed. Section 16. All joints on cast iron pipes shall be packed with oakum and molten lead properly caulked. All joints between lead and cast iron pipe shal be made wi.h brass ferules properly wiped on the lead pipe. Section 17, All waste pipes from sinks, bath tubs, wash basias, wash trays and slop hoppers shall be provided with strainers. Section 18. Cast iron pipe shall not be used between terra-cotta or vice versa. soll or waste pipe shall be of cast-iron tarred, brass or lead. Wrought iron pipes shall not be used for soil, waste or vent pipes. All soll pipes shall not be less than four inches iIn- side diameter, and shall be continued same size above roof, and as remote from the windows as possible. Section 19. No wuaste, revent or oackair pipe shall be less than two Inch pipe, except in case e lead is used, when one and one-half * lead pipe 'will be allowed, and all waste and vent pipes shall be installed in baildings in what is known to the trade as the continuous waste and vent system and no closet shall be allowed over three feet from stack, center measurements, ana other fixtures two feet except bath tub which is hereinafter provided for. Section 20. Soil, waste and vent pipes tn an extension shall be extended on2 foot above eaves of roof of main building, when other- wise they would open within fifteen feet of the door, window or ventilator of the main house or an adjoining house. Section 21. No holes will be allowed to be cut in any cast iron or terra-cotta pipe ror any purpose, which cannot be properly closed with plugs. Where it Is mnecessary to open a pipe, the broken pipe will be removed and a cleanout be put in instead, that it may be accessible for future use. Section 22, Cast irom, soll, drain and waste pipes shall connect wit terra-cotta pipe not less than two feet from the building, and not less than ten inches underground. Section 23. The arrangement of soil, waste, back air and ventilating pipes shall be as di- rect as possible. All changes in direction in horizontal soil, waste or drain pipes shall be made with Y fittings, suitable vend and clean- it Section 24. All cast iron, soil, waste or re- vent pipes shall be properly secuted or sup- ported with satisfactory hooks or hangers. Double-hub fittings shall not be used on cast iron, soll or waste pipes. Section 25. All branches on soil pipe when over fifteen feet from main Mne siall be ex- tended same size one foot above the eaves of the roof. Section 26. All horizontal four-inch cast- iron pipes above or below the grcund shall have Y fittings, the placing of which is left to the discretion of the inspector. Y's to have four-inch brass tap screws inserted inside, and to be placed on the main line not over thirty feet apart for the purpose of cleaning the same when . stoppage occurs. Y fittings and cleanouts shall be placed at the bottom of all four-inch and two-inch cast iron stacks. Section 27. Each fixture shall be separate- 1y trapped as near the same as possible, and cach trap shall be ventea by a plpe not less than the size of the waste pipe, except a four- inch trap, when a two-inch revent pipe will Le sufficient. Revent pipes may be run sep- srately, or may enter the soil pipe three feet above the floor on which the highest fixture is located, Section 28. Section 32, Waste from Kkitchen sinks in s hoarding houses, restaurants and hotels shall be provided with a suitable grease trap which shall be installed under the supervision of the inspector. Wash racks in stables and garages shall be provided with a properly constructed and trap which shall be constructed only un- der the supervision of the Inspector. Section 83. All baths above first floor shall be provided with drum traps, and shall have clean outs above the floor. When baths are j located on the first floor and the plumbing is inclosed, the drumtrap shall also be provided. Section 34. Floor drains, and shower baths shall be considered fixtures and shall be pro- vided with a deep seal trap, cleanout and strainer. Boll traps will not be allowed. E SEWERAGE | Section 40. Rain water leaders shall not con- | nect with city sanitary sewers. Rain water leaders when connected with private sewers shall have cast iron traps and cast iron pipe five feet above ground. Section 41. It shall be unlawful for any per- son, firm, corporation or assoclation to injure the sewer, fixture or appurtenance to the i sewer, or to deposit any garbage, offal or re- fuse matter of any kind in any catch basin, Inmnlmle or other fixture of the city sewers. ! Section 42, Where It is desired to use old { sewers to connect with the city sewer, they jmust be uncovered for Inspection, and if {found to be in bad condition, their use will not be permitted. | Section 43. It shall be the duty of all plumbers or d rain layers in the city of Luke- land, when z contract is taken by them to onnect any buflding or prenwses with the city sewers, to begin work under such contraet { within ten days from date the permit is issued jand to complete the work according to the {rules and regulations herein prescribed in as short a time as miay be practicable and con- sistent with thorough workmanship. Section 44. All closets and fixtures shall be on the connection for the house mentioned in the permit, Section 45. All the work and materials or apparatus mentioned or implied herein shall be satisfactory to the inspector, Section 46. All connections of whatever (kind appertaining to storm water sewers or any other sewers or drains in the City of Lakeland shall be governed by the above reg- ulations, where consistent, and' any case shall iho' :mnle satisfactory to the inspector as afore- sald. | Section 47. Section 48. No plumbing shall be connected with the city sewer until a certificate of in- spection for same has been issued by the in- spector. Section 49. Any “person, firm, corporation, or assoclation violating any of the provisions of this ordinance shall be tried before the judge of the municipal court, and upon con- viction shall be subject to a flne not exceed- ing one hundred dollars ($190.00), or thirty in jail, either or both, at the discretion of the court.
