Sloan Urges Voters to Vote For Bonds Tomorrow Editor Evening_Telegram: It is too late to write more than a word for today’s paper, but I want to ex- press the hope that the proposed bond issue to be voted on tomorrow will carry, especially the items pro- viding for improvements and exten. stons of light and water systems, and they are all important. Fact that we cannot all see things alike, does not change the fact that we need these improvements, and need them badly. People who live in out. lying districts, who have belped get these things for those close in, need to be remembered now. T nave never heard those whose names have been { suggested as bond trusteez accused of extravagance, and I am sure that if bonds carry money will be handled for the best interests of the entire community. As I see it, these im- ‘provements are an absolute neces- sity. Let‘us vote bonds, and, if need be, scrap out our differences with reference to policies of our city gov- ernment in some way which will not retard the progress of our proges- eive and up to date little city. Yous truly, D. H. SLOAN, Three Trustees Will Handle Bond Funds A mistaken impression has gotten out that the city commissioners would handle the bond money and direct the work, and the trustees would be in a measure subject to them. This is a mistake. The three trustees chosen tomorrow will have the same control over all matters pertaining to the bond proposition that the trustees have had in pre- vious bond issues. Section V of bond ordinance No. 172 expressly provides for this. 'Give Lakeland a Hospital Tomorrow Editor Telegram: - Lakelund needs a hospital. We hear this on all sides. URE REELS Sc and 10c URE T0O0 RIG ‘than we, the people of Lakeland, can afford to pay out at this time. The only solution js found in the bond is- sue to be voted on tomorrow. Progressive as Lakeland is in ev- erything else, she is dropping behind in respect to hospitals. Lakeland is the only city of her class in Florida without a hospital. Some have as many as three, Many smaller towfls have hospitals. Lakeland needs one as there is no ptace now but the jail to take a sick or injured per- .SDII . " For more reasons than one we can not afford to lose this present op- portunity to get a hospital. We need WILL STAY |2 hospital to take care of those that are financially unable or too ill to be transported to a distant hospital. Aside from humanitarian reasons a local hospital would be another link in the chain to hold our dollars in home circulation. For our dollars follow each patient that goes to dis- tant hospital. The good people of Lakeland can not afford to let this opportunity slip by. Taking this view and having at heart the best interest of Lake- land, we make this appeal; and ask the citizens to make an effort to go to the polls and make doubly sure that the proposed issue for hospital bonds carries. CITIZEN. WWWW AUDITORIUM THEATRE W&WW PP PHOSDIY ’0‘ If you can SHORTY AND THE FORTUNE Auditorium Daffydill: ! 'should also be voted upon favorably. N THBE »+ENING TELEGRAM LAKELAND, FLA. OCT. 5, 1914. Vital Interest Of City Is " At Stake —_— (Continued from Page 1.) that c11 the available output was re- Yuired at periods of maximum load, I said to the commissioner, ‘Mr. ——, have you any candles in your house?” “No,” he said; “why?” I replied: “You will need them soon if this is all the clectric lighting ap- paratus you have.” My prophecy has come true, an@ will come true again before the electric light plant can be put in proper shape, even if the bond trustees act as quickly as they can. Citrus Industry to Be Hampered A letter which I wrote to you in my official capacity several days ago, and which was approved of by the | chairman of the city commission, shows that one of this city’s leadingl resources, the citrus packing indus- try, will be hampered for lack of power on account of the overloaded condition of the electric light plant. Surely this alone should be enough to demand the quickest action pos- sible to relieve the situation. Bond Trustees to Handle Funds In regard to the city commission your readers should realize: That their delay in the matter of improv- ing the electric light plant was to try to get the views of the people before taking action; that the peo- ple of the city in order to keep faith must vote favorably on the questions i which they themselves asked to be brought up; that the commission : has met the wishes of the people ag expressed in the mass meceting by turning over to the bond trustees| nominated by the mass meecting thej entire expenditure of the money to be spent in improvements, absolutely uncontrolled by the commission in any way whatever. Entirely Apart from Commission The question of improving the electric light plant is therefore di- vorced from the commission, from the late board of bond trustees, from the floating debt, and from any other | issue. A vote in favor of issuing bonds! to improve the electric light and wa- ter plant is a vote for the quickest and most feasible way of helping the community in general—a vote for the welfare of the city of Lakeland. Insurance Lower if Fire Bonds Are Voted The other issues of the honding election are also meritorious. The fire department badly needs a fire| pump for parts of the city where the mains are of small diameter and the pressure too low for fire protec- tion, in consequence. Mr. Mathews, chief of the Tampa fire department, expresses it as his opinion that if the proposed improvements are} made the insurance underwriters will lower the insurance rates. There will result a net gain to the city on account of the lowering of the insurance rates, even if the ev. penditure causes a slight increase in taxation. Hospital Can Only Be Secured by Bonding 1 believe that the third issue Lakeland is a city of sufficient im- portance to afford a first class gen. ! eral hospital. Erecting a new build- | ing is better than remodelling the dwelling house now occupying the site donated for a hospital. Besides, there is no money available for the remodclling of the building and for the necessary equipment. Tmmediate action is necessary in order that the donation may be taken advantage of. Now that it is all over, let's give credit where it is due, tu George Trimble, Claire Henley and Joe Le- Vay for their untiring work and all the boys who have given us clean sport and did their best to win the pennant. Yours very truly, DONALD F. McLEOD, Lakeland, Fla., Oct. 3, 1914, | P. S.—I have written the abovei as a private citizen, not as a city of- N. B.—The largest single item of expenditure in the proposed bond is- sue is the cost of cast iron pipe for | the water distribution system. The following from Engineering News Oct. 1, 1914, is therefore timely: “Going back through the last dozen years, there is no record of lower prices for cast iron water pipe than those which are prevailing at pres- ent.” Labor is more plentiful and lower in cost than it has been for ‘years. There are many people in Lakeland who need a market for their labor. There are few in the city, who would not benefit from the local expenditure of money for con- struction comprised in the proposed bond lssue McL.
