Europe's misfortune is our opportunity and yet there are thousands of men in this country who seem to think that the war over there is giving us as well as Europe the knockout blow. Of course we largely lose the Euro- pean market, but with_no European industries to compete with us, the difference ig nearly if not quite made up to us. And then therc are the teeming millions of South America, shut off from Europe, and willing to trade with us if we go after them. o. For the first time in Florida or in the entire South the new method of recalling public servants with whom a certain per cent of the voters were dissatisfied, was tried out in Pensa- cola the other day and it didn’t re- call worth a cent. Thc recallers were after the scalps of Mayor Greenhut and one of the city com- missioners who hadn’t succeeded in pleasing everybody; the recall peti- tions were circulated and got the necessary per cent of signatures; the recallers put up a ticket of their own and the election tuok place last Thursday, and both the mayor and the commissioner were re-elect- ed by large majorities. The recall system is all right, but that’s no sign it is going to work the way the recallers want it to when it is tried on. o—— The Clearwater Sun is fully com- mitted to a system of trunk high- ways for Florida, built of brick, which will cost the taxpayers about $50,000,000 according to estimates of those who claim to know: but the dear Sun roasts continually and withcut mercy the rest of us who are willing that Florida should ‘have an exhibit at San Francisco raised by means that won’t cost the taxpayers a cent. Of course we make no comparison hetween brick roads and a Frisco exhibit, for you can’t compare things unlike, but as both are good things, and the iatter costs the taxpayers nothing, while the price of the former puts them out of reach in the present stage of the State's development, we con’t sec the point to denouncing one and boosting the other. FERECICY AR Better material on our juries is our only hope for the punishment of criminals in this country through the courts. Commenting on a re- cent paragraph in the Telegram on the murder industry in the United States, the Ocala Star adds: “Very true. But if you were no- tified to serve on a jury, you would get excused if you could. So would almost any other good citizen. The other day, we heard a highly intel- ligent and fair-minded man say he wouldnt serve on a jury in a mur- der case; that he would say at the outset he had formed an opinion. Yet we know him well enough to know he couMlt form an opinion that couldn’t be changed by evi- dence—that he wouldn’t dare to find a man g uilty unless he was absolutely convinced of {it. /This class of men leaves jury duty as far as it can to the bum-de-lally ele- ment, and the murder crop is the result.” i We congratulate St. Petersburg upon her new railroad, the Tampa and Gulf Coast, the completion of which she celebrates today wtih a grand public blowout including free speech, free grub, moist goods and all the other etcetera. And we also congratulate Charley Brown, presi- dent of the road, to whose business sagacity and indefatigable energy and optimism the success of the en- terprise is so largely due. Mr. Brown is a native Florida pro- duct and a mighty smart man of affairs with a razor edge of his in- telligence, and he can spct a good joke and a good scheme to develop the, it of modern progress is among the livest wires in the State and he is one of the big, controlling factors in jts development. Y. to of Governor Aids In Fight On Citrus Canker To the Citizens oLf Florida: Recently there appeared in the southeastern portion of the State a dangerous and insidious foe to the great citrus fruit industry of Flor- ida, known as the citrus canker. Fortunately this disease has yet infected only a small area in the citrus belt. It is confidently be- lieved that by concerted and intel- ligent work the pest can be prevent-; ed from spreading beyond the terri- | tory it has already reached and that within a s hort time the disease can be entirely eradicated. The people of the infected region are thorough- ly aroused and ably orgauized to fight this pest. The State inspector of nursery stock and others are ren- dering valuable skilled and s cien- tific aid in an effort to exterminate the citrus canker, and the problem has now resolved itself largely into one o f securing sufficient funds to keep a force of skilled fighters in the field to combat and counquer this foe to our groves. I have today applied one thous- and dollargs of the State’s funds placed at my disposal for contin- gencies, to aid in this fight. To my regret no other - State funds are available for this purpose. SCHURMAN. 2991 PLEEET] ORDINANCE NO. 174 An Ordinance to Regulate the Registration of Deaths and Births in the ,City of Lakeland Be It Ordained by the Board of Commis- foners of the City of Lakeland: Section 1.—That the city clerk shall be local registrar of vital statistics in the ¢ity of Lakeland, and it shall be his duty' to supply all physicians, midwives, undertakers and others requiring them for use, blank der- tificates for the registration of births and deaths, which shall be of the standard form approved by the State Board of Heaith; and to receive and make coples of such certificates, and transmit the originals to the State Board of Health on the tenth day of each month; and to Issue burial, removal or other per- mits upon the recelpt of complete, satisfac- tory and properly executed certificates of death; and no dead body of a human being whose death occurs, or whose body is found, in_the city of Lakeland, shall be interred, or otherwise disposed of, removed from the after death, without a burial, removal or oth- er permit issued by the city clerk in ad- vance of such interment, other disposition or removal. ! Section 2. That it shall be the duty of the undertaker or person acting as such: to obtain e certiicate of death, have it filled out with respect to the personal particulars, present it to the attendant physiclan for the medical certificate of cause of death, and ob- tain the burial, removal or other permit from the city clerk; provided, that when there be no attending physician, the certificate shall be referred to the health officer or coroner for the statement of the cause of death. Section 3. While the citrus canker is today only within a limited area, it will, § unless socn checked, gradually spread and become a real menace tu the whole great citrus f ruit sec- tion. It is a matter in which ev- ery citizen in the citrus belt is vit- ally interested, and is of oreat con- cern to all the people of Florida. That active and concerted work may be continued until the citrus canker is entirely extermirated, and our great citrus industry protected, I most earnestly appeal to the cixi-i zens of the State and most especial- ly to those in the grove sections, to rally to the aid and relief of oOu. fellows citizens in the infected sec- tion and give them all possible as- sistance. This matter is one of such impor-| tance that it is worthy of immedian" attention and helpful activity by the varous commercia]l organiza- tions of the State, as well as by all persons and those organizations in- terested chiefly in the growing and marketing of citrus fruits. I trust that an active campaign for raising the funds necessary to combat the threatened danger to one of the State’s greatest industries will be immediately inaugurated.
