[RS————N——— The of civilization and peace and the shame and horrors of barbarism and war were set side by side in striking juxtaposition in the news columns of the ss Saturday. A comparatively brief story told of the opening of the Panama canal for the of ships, the 2reatest engineering feat in the world's his- tory, incalculable benefit to the human race, while many columns of the same papers were devoted to the stories of human slaughter and prep- arations for further slaughter on a far larger scale in the European war to serve the ambitions of kines and kaisers. Daniel Webster was right when he said that this great repab- lic of ours was the world's last, best hope. glories passage of P e AN ORI A good many people now dismayed at the huze conflict in Kurope which may possibly spread all the world, bring up the Scriptural battle of Armageddon, supposed to he the great final scrap of the human race, and apprehend that we may now bhe entering upon that colossal struggle. Maybe so and maybe not, bat here is what Revelation about it and | each reader can judge for himself: ‘ “For they are the spirits of devils, | working miracles, which go forth un- i to the kings of the earth, and of the | whole world, to gather them to the | battle of that great day of God Al- mighty. And he gathered them to- gether into a place called in the Hebrew tongue, Armageddon.” Sl e The growing smallness world and the rapidly sense of brotherhood among men of all nationg, tribes and languages is impressively illustrated in the cag- | erness for KEuropean war ncws in every city, town, village and hamlet over says of the in Americ IPifty years ago those nations across the ocean might have fought each other to exhaus- tion without arousing any but scant interest among the masses of the American people, but now we are only less keen for the newg than if the guns were thandering at our doors. Slowly but surely the human race is drawing nearer to the “federation of the world” aud the “parliament of man” when war drums will throb no longer and the autocracy of kings and Kais will have disappearcd from the earth. [t is no wild guess to say that the pres- ent war, if long protracted, will make an end of thrones in Europe, for it will pierce through the dull est peasant’s brain in time that the guilt of all the slaughter and devas- tation and widespread physical and moral wreck of war must be placed upon the heads of autocratic iulers, without whose dynastic ambitions and medieval prejudices which made them the anointed of the Lord, there would have been no conflict. Suppose, however, that we analyze the paracravhs of the petition that we may know what is essentially stated therein. The essense of the first paragraph appears to be this: Patrons of the Peninsular Telephone Co., because service is poor and money is needed to extend and per- fect the gystem, suggest to the hoard increasing [of commissioners that a franchise be given for thirty years to this cor- poration . Upon examination, however, it {does not appear that the present in- efficient service has any connection with the length of the franchi.e and has no connection with the giving of a new franchise. And the second paragraph upon analysis says merely, it is believed, our present system is inadequate, and that TF a certain telephone sys- tem is installed the telephone com- pany will charge half a dollar more to users of the EFFICIENT system :;nul promises not to charge more to those who prefer the present INEF- FICIENT service. This petition should show by wording a the extension of the franchise as heretofore men- tioned. The old stock that money can he for a short period is not even used. It is Dbelieved that of the signers mentioned petition will agree with the writer that the true import of the petition is a protest against the continuance of the pres- ent ineflicient and out of date tele- phone system which we have in our city, yet the telephone did not hody which franchise, its reason for reason not interested most of company to the to grant a look at the of telephone users who want to give us a short thirty-year hesitate in saying the “Just has power names franchise. ™ believad be the tele- phone situation. It appears, however, upon view of |the law that this corporation that | now franchise could be re- quired to extend its system ana make required alteration by appeal asks a {showing that the present service given in the city of keland ic not efficient from the view of practical advances in telephone comrunica- tion throughout the country, and this is the same course we, as a city, would be required to follow if the telephone company refuses to per- form all the requirements of this franchise should we give it a new ¢ | franchise, It appears further, that upcn thw‘ the | aranting of this franchise that ‘tvlophonv company would be heyond the centrol of the city and subject to the control of the railway commis- ‘.\'iflll, as is the present status things. We can agree upon these desires; we want the most efficient, modern, practical service; we want all the control we can have of this princi- pally local activity of public service character; we want proper ance that our system in the future cannot lag so far behind as has; we want proper assurance of redson- able rates. To realize the foregoing desires we must exert ourselves that a proper franchise with appropriate condi- tions of forfeiture may alone he giv- en the telephome company if an ex- of ussur- tension of the present franchise is necessary . This is essentially a question which concerns every owner and all persons with Lakeland at heart, for which reason the writer suggests that additional comment be uppro- priately addressed to the puliic on this matter.
