The Fletcher I bill proposes that land banks shall be organized having large elements of co-operation which shall furnish funds at low rates to farmers. The first is a greenB®ack proposi- tion, the latter is framed, or will be when it shall have been whipped into the ghape desired by the admin- istration and the commission that investigated the foreign lang banks, along the lines of sound Democratic principles. Mr. Stockton bolstered up his ar- gl\mwn( in favor of loaning govern- |’ ment money by the Joans made to the Union Pacific railroad and to northwestern irriga- tion schemes.
