The text of the dispatch was not published, but it was officially stateq that the only point remaining to be settled was the number of guns to be fired. Huerta's suggestion that the mat- ter be submitted to arbitration is re- garded here as merely an attempt to evade the main issue. Neither do the officials here regard the insult to the flag and uniform of the United States as a matter fit for arbitration. Information as to just what Huertu discussed with his Senate yesterday is still lacking today, but the gen- eral impression gained from meager reports made public was that he showeq no indication of yielding. Congress was kept in close touch with the situation today and was in readiness for any action that might be required of the legislative branch of the government. The only condition is that Amer- ican ships shall fire an acknowledge- ment of the salute. High officials say thig is in accordance with inter- national custom.
