HETHERINGTON, EDITOR. SUBSCRIPTION RATBES. REPORT ELAND OF AUDIT Of Books and Accounts of City of Lakeland With Details of the Various Branches of the City Jne year ......... S:gg . Lakeland, Fla., Feb. 10, 1914, :‘lhxr x:o:l:u.:n .......... . 2801 yy 0. M. Eaton, Chairman o (] NTNB . ooervvnnpes . ¢ e e b Delivered anywhere within the :‘;’tf;l.mlssmnerg ity o [ 4 limits of the City of Lakeland for 10 eents a week. From the same office is issued THE LAKELAND NEWS, A weekly newspaper giving a resume of local matters crop conditions, county aftairs, etc. Sent anywhere for $1.00 per year. Our query has been answered and Willis Powell announces that he will publish the first issue of his new daily in Clearwater on May 1. e AL It is pleasant to learn from the Times-Union that that admirable citizen ande jurist, Federal Judg Call, of Jacksonville, who recently underwent a serious operation in a Baltimore hospital, has returned to Florida fully restored to health ang will soon be on the bench-discharg- ing his judicial duties. \ 0 The people of St. Petersburg are having a high old time today with their DeSoto celebration and the beautiful little city is crowded with visitors. Barring Lakeland’s recent anniversary celebration and the Gasparilla carnival in Tampa, the St. Petersburg affalr is probably the biggest fete day seen in South Flo1- ida for years past. Those people down there always do things well. A o Sy Harry Floyd, the West Florida genius, needs looking after. He is now suffering from an acute attack of pessimism to which most of us yield now and then when our livers are out of order, and in the deep- ness of his gloom he emits this flash of blackness which does him little credit as a Democrat at the conclu- sion of the first year of a successful Demgcratic administration at Wash- ington: “The United States has ceased to believe in God! Chaos is coming again. ‘Democracy is becoming a vast irrational engine of tyranny and corruption.’ Government is purposeless. Greed and corruption sap the foundations. Today the only patriot is the man who believes in God. He ought to enlist in a mili- tary company and learn to fight for law and order against chaos, for hell is about to break loose in the world.” FRNEEN, CRGSER The report of the financial condi- tion of the city of Lakeland and of the various branches of its adminis- tration for the year 1913, published in today’s Telegram, is reading of the most interesting character, es- pecially for the taxpayers. It shows a sound financial condition, well- kept books and faithful service on the part of the city officials, and the full publicity thus given to our city finances, assets and liabilities is es- pecially to be commended. It “turns on the light” and leaves no room for any criticism that the taxpayers are in the dark and without infor- mation as to the administration of their city affairs and the disposition of the taxes. The people are entitled to such exhibits at regular intervals and they get it in detail in today’s Telegram. PSRRI “UCO The Telegram is glad to have the strong co-operation of the Orlando Sentinel in agitating the subject of a Florida exhibit at the San Fran- cisco exposition next year. The Sen- tinel says very truly that it would be better to have the whole State represented, but, if not, south Flor- ida, where the citrus fruits grow, should have an exhibit—even if the various peninsular counties have to make an appropriation for the pur- pose. The ,Sentinel says: ‘““An appropriation of a thousand dollars from each of the peninsular counties would give ample funds for a display but no county should give less than that amount. Money ex- pended in this wise woulq be a good investment, and the Sentinel is heartily in favor of it. There should be a voluntary movement in each county for the attainment of this object. Capt. French, of Sanford, is the commiskioner appointed by the governor to collect an exhibit, but his appointment carried no ap- propriation with it, and as we un- derstand it he will have to do his own financing. This is no fair way to go about the matter. A number of the counties ought to come to-l gether, advafce the funds necessary|Individual accounts and let Capt. French go about his C. E. McMullen task of collecting the exhibit with bis mind free of financial worry.” Dear Sir—1 beg to report that I have completed the audit of the ac- counts of the city of Lakeland for the year ending Dec. 31, 1913, and have prepared the balance sheet as of that date attached hereto. With the figures obtained by my examination, I have prepared the accompanying statementd covering the entirc transaction of the muni- cipality for the year 1913, which will furnish all necessary data re- lating to statement. Government to render a report so satisfactory in many ways. I find the accounts have been kept with accuracy and did not discover one trace of any irregular- ity. I would strongly recommend the organization of the accounts double entry system which coulq be effected by making a very few addi- tions to the present books—chiefly a journal and general ledger, with few auxiliary books. It is evident that the municipal accounts have been unusually accurately kept and but very few changes woulq have to be made. Yours faithfully, 1t affords me pleasure to be able'. E. LYTTON CORDERY.
