This question came up before the committee this morning, some per- sons having an idea that the Carni- val was to be in the nature of a tent show. The Carnival will be largely what the merry and fun-loving make | it. The parade feature has been outlined; the individual merry-mak- ing cannot be because this must nec- essarily be spontaneous. Every man and woman, every boy and girl, who is enjoying life, can at least demon- strate that fact on this occasion in a way so that it will spread like a con- tagion.
