That all occupants of premises shall put thir garbage, decayed fruit, vegetable and animal matter In one or more galvanized receptacles, with a tight cover, of a size to hold not more than thirty gallons; and that one or more of such receptacles, according to needs and necessitles of the premises, shall be placed in a place on the premises conven- lent ot access to the sanitary department; provided, that waste paper, and dried vegetable matter shall otherwise be disposed of by such occupants under the rules and regulations of the sanitary depart- ment.
