CTOEN K FGR Tirut HAON HELNTNE " CORNISSICN FORM OF GUVERNMENT To the Editor of the Evening Tele- gram: I bhave read over very carefully the proposed form of commission government recently adopted by the City Council and would like to ask the framers what caused them to de- part from the regular and generally accepted lines of commission govern- ment which have been universally adopted. For instance, I have as- certained, from extensive reading on the subject, that no city has adopted commission form without eliminat- ing ward lines in the matter of can- didates or nominees; whereas, I find the Lakeland form retains the old and objectionable method of ward limitations. It is possible that there might be neither candidate or nom- inee in some particular ward of the city who was cither eligible or will- ing to serve, while in some other ward there might be two candidates or nominees, both eligible and will- ing, eminently well fitted for the of- This is a contingency which might very easily arise. And, be- sides, 1 find that the ward plan is entirely opposed to the idea of the commission form of government, which primarily aims to do away with it. 1In the second place, do the framers believe that a salary of $100 a year will induce the best kind of men the city can obtain for the of- the responsibility which commission government calls for? 1f these men are elected under this form of government for the im- fice. the city thousands of dollars in the more economical administration of affairs, why should they not receive for their services? Already one member of the City Council has stated that he does not believe he will be a can- didate for the office of commissioner | for the reason that he cannot afford ' ness in order to get the best results. Of course, the city manager (if one will attend, in great part, to the af- fairs of the city in all the various departments, but here again seems to be a handicap to the securing of | the most thoroughly competent man | for such a position, in that the pow- or of appointment of other city offi- cials and employes is vested, not in him, as is provided for in other com- mission forms, but in the commis- sioners who thereby compel him to produce results with tools he may be unable to work with. We may imagine men, looking for a salary, applying for this position, but the one man wanted—the best man for the job—is not available because he will doubtless decline to be tied down in the manner indicated. We want commission form of gov- ernment for Lakeland, but just how are we getting it, except in name? My letter is not in the spirit of carp- ing criticism bhut with a desire of having some explanation made in such a way as will reach many who feel as I do but who may not take the trouble to seek the information, and, for the good of the city and the success of the proposed form of government, they ought to be in- formed INQUIRER.
