A decision was handed down last weex by the District Court holding that a law, passed in Washington, similar in every way to the law passed in Florida, is not good, be- ing in violation of the constitution of the United States. The Inland Printer says of the decision: “Coupon givers and trading stamp companies won a victory in Wash- fngton State when the United States District Court decided that a law passed by the Legislature of the State at its last session, prohibiting the use of coupons, was unconstitu- tional. Judge Rudkin, who handed down the decision, declared the use of coupons trading stamps, and oth- er premiums to be entirely legiti- mate, constituting chiefly a system of advertising. That sectlons 3, 4 and 7 of ordinance No. 135 of the city of Lakeland, entitled “An ordi- nance to govern plumbers and reg- ulate plumbing, house draining and sewerage, and the inspection of the same in public and private property and the bulldings in the city of Lakeland” be and the same are hereby amended to read as follows: Section 3. There shall be charged and collected by the imspector an inspection fee for all new, old, or remodeled plumbing work inspected by him in th. city of Lakeland. The fee shall be one and 50-100 dollars ($1.50) for the first fixture, or waste opening, and 60c for each ad- ditonal one. The said fee shall be paid by the person, firm or corpora- tion contemplating doing the plumbing work, and shall be paid before such plumbing work is be- gun. Sectlon 4. No person shall pro- ceed with any portion of any plumb- ing, drainage, or sewer work, ex- tend or alter old or new work (ex- cept necessary repairs), until such person has filed at the office of the inspector & written application for permit, giving complete description of all the plumbing and fixtures to be placed in the building and the location of same and the name of owners and the street number of the building. Such permit shall not be issued until the necessary in- spection f22 or fees shall have been paid to the inmspector, and such plumbing work shall not be begun or performed until such permit shall have been issued. Section 7.—When such plumbing work is ready for inspection a writ- ten uotice tiereof must be sent to or filed ir the office of the inspector in accordance with printed forms to be furnished by the imspector, and all work shall be left uncovered until inspected and approved and a certificate of approval thereof be is- sued by the inspector.
