THE BLUE SKY LAW. B After the first day of July next,! ‘@& law, passed by the last legisla-' investment i located, are eempt from the pro- into effect.|visions of this law.—Miami Her- lature, relating to eompanies, will go {This is the law which is popularly known as the “blue sky law.” Briefly, the new law divides corporations doing business in the State into two classes, domestic and forcign. Those holding char- ters from the State cf Forida are domestic corporations, and all others are foreign. Every corporation other than municipal corporations, State and mational banks, trust companies, public_utility corporations, cor- porations under the jurisdiction of the railroad commissicn and corporations organized not for profit come under the super- trision of this new law. All such corporztions shall, be- fore commencing business in this State, file with the State Comp- trolier a siatement of its purpose 1o transact business, the mnature and plan of its proposed busi- _mess, copies of all stock or bonds mbhich it proposes to sell, a state- ment showing its financial condi- tion, all of which much be fur- nished under oath. : Foreign corporations, in addi- tion to filing statements as are re- quired ‘from domcstic corpora- tions must also file with the ccmptroller an agreement that actions may be commenced against them in this State and that service on the comptroller will be ccnsidered service on the corpora- tion in any action that may be commenced by residents of this State. 10 it is thought desirable, the maker has created man adapted to power is that which forms the cor:‘roller may examine, at anyjlilc periorance of certain functions conscience, influences the will, fictitious values. Domestic corporations that sell stock only in the counties in which their principal offices are ald. NOTHING LEFT OF WOMAN SUFFRAGE AFTER THIS The most impressive declara- tion made by a public man against woman'’s suffrage has come from Senator Elihu Root, of New York, recognized as one of the aklest statesmen of his day. These are the Senator’s views: “I am opposed to the granting of suffrage to women because 1 believe that it would be a loss to woman, to all women, and to every woman; and because I bc-, lieve it would be an injury to the State, and to every man and weinan in the State. It would be useless to argue this if the right of suffrage were a natural right. Ii it were a natural right, then women should have it though the heavens fall. But if there be any one thing settled in the long dis- cussion of this subject, it is that suffrage is not a natural right, but simply a means of government; and the sole question to be dis- cussed is whether government by the suffrage of men and women will be better government than by the suffrage of men alone. “Into my judgment there en- ters no element of the inieriority ofwom an. It is not that woman is inferior to man, but it is that voman is different from man; that in the distribution of powers, of capacities, of qualitics, our, PAGE RIGAT *NS NVEBNING TMIEGRAM, LARELAND, FLA., AUG. 7, 1913, I think so because suffrage im- plies not merely the casting of the ballot, the gentle and peace- ful fall of the snowfiake, but suf- frage, if it means anything, meansI entering upon the field cf politi- cal life, and politics is modified wur. In politics there is struggle, strife, contention, bitterness, Leartburnirg, excitement, agita- tion, everything which is adverse to the true characier of woman. “Woman rules today by the sweet and noble influences of her character. Put woman into the arena of conflict and she aband- ors these great weapons which control the world, and she takes into her hands weapons with which she is unfamiliar and which she is unable to wield. “The whole science of govern- ment is the science of protecting life and liberty and the pursuit of happiness; of protecting our per- scn, our property, our homes, our wives and our children against fureign aggression, against civil dssension, against mobs and riots, against crime and disorder and all the army of evil society wages its war and government is the meth- ¢d of protection—protection of us all. In the divine distribution of| powers, the duty and the right of protection rests with the male. It is so throughout nature. It is so with men. It is a great mistake, it is a fatal mistake that these ex- cellent women make wlien they cenceive that the functions of men are superior to theirs and seek to usurp them. | “The true government is in the| f:mily, The true throne is in thc‘ liousehold. The new law has been passed for the purpose of protecting, as far as possible, the people of this| State from the activities of wlid| “One question to be determin-! ¢d in the discussion of this sub-| ject is whether the nature of; woman is such that her taking; upon her the performance of the! functions implied in suffrage will| leave her in the possession and| the exercise of her highest pow- ers, or will be an abandonment of tl.ose powers and on entering up- on a field in which, because of her differences from man, shei s dis- tinctly inferior.
