Washington, Dec. 13.- -The post- master general has relieved much suspense among postmastersthrough- cut the country by promulgating the regulations to govern them in the working of the new parcels post sys- tem effective Jan. 1. The regulations provide that par- ccls of merchandise, including farm and factory products (but not books and printed matter), of almost ev- ery description up to eleven pounds in weight, and measuring as much as six feet in length and girth com- bined, except those calculated to do injury to the mails in transit, may be mailed at any postoffice for de- livery to any address in the country. Delivery will be made to people liv- it on rural and star routes as well o8 those living in cities and towns where there is delivery by carrier. Where there is ot present no deliv- evy by carrier the parcels will go to the postoflices as is the cage with or- dinary mail.
