MILTON’S PLAN, It is hardly probable that Mr, Mil- ton’s rather ambitious gubernatorial program with reference to the solu- tion of the eonvict system problem in Florida, will attract much more than & passing interest. It will be remembered that Mr. Milton propeses to create a State farm in' the Everglades and employ the convicts in the raising of sugar cane. He estimates that the State _would, the first year, clear emough # pay all of the expenses of pianiing|f L. S. MORROW. There has been considerable eflofl. made by members of the Legislature to- reduce 'the compensation of the county officials, either by reducing the fees or pumng them on a salary basis. It iz not known what lands are adapted to the purpose, nor whéther the lands so adapted are so located as to be drainable.
