Elab- orate preparations had been complet- ed to welcome the return of the sons | and daughters of the little inland town. From the letters received it seemed 2s though the guests were as glad to come back as they had been | eager to depart. “Have you heard that Gilbert Gib-| son is coming in his private car? asked Cicely of her friend Nabette as they walked down the main street. “Its nearly ten years since he w here,” returned Dabette. “Now that he is so successful and called * Merchant King of Rochester, T woi- der if he will remember many of Lis cld school friends? “Didn't you correspond witk him? [ always thought he favored you,” in- quired Cicely. “Yes, Gilbert was my first sweet- heart, but I wasn't his last, for of course he is very pepular now. I haven't heard from him in years. Really I haven't given him much thought except when I've heard of his fortune.” “It's just as well, Babette. For he told me when I was East, in a burst of confidence, that the seal ring he wore was his mascot and though the girl who gave it to him was most likely marriad, he never would part with his good luck ring." “Then that was the reason why I never heard from him. You know I was engaged to a young man from Washington, but we agreed to dis- agree after a few weeks. I wish, Oh, how T wish, I had that little seal ring now.” “Where {s it?" “] gave it away ages ago to my lit- tle niece who lost it, and I never took the trouble to look for it.” “If it's only a plain ring, why don't you buy another exactly like It?" suggested the fertlle brain of Cicely. “What a splendid 1idea!" “Let's stop at the jeweler's right now.” Babette bought the ring and return- ing home was told a young man was waiting to see her. Quickly open- ing the little box she slipped the ring upon her finger. “Gilbert!” she exclaimed with her heart leaping with joy and thankful- ness that she had anticipated his visit. “Welcome, T am so pleased to see you. You have improved so much in looks I would scarcely have recog- nized you,” said Babette, grasping \is hand. “You havén't changed for the bet- ter; that would be an impossibility,” he said, gazing admiringly at her wil- lowy form and beautiful face. “The years that have flown by have done nothing to mar ydur exquisite beauty and grace. I find that I've been labor- fng under a delusion for years. I thought you were married.” “No, ‘I'm heart whole and fancy free’ though most of the crowd we went with are married and some of them waste their time wondering why I'm still single,” she answered giving him an arch look which spoke vol- umes and saying to herself,” “why don’t he notice the ring.” “You still wear that poor little ring, I see. Have you never taken it off. Mine is still on my finger, even though I thought you loved an- sther.” “Gilbert!” answered the girl a lit-' tle ashamed of her duplicity. “I can’t believe that I deserve this fmmeasurable boundless joy, but just as in the past this little ring has been a constant reminder of you, so I'll have perpetually in my mind only the thought of future welfare and fellei- ty.” The young man's face beamed with pleasure at her words. “If I had the least idea that you cared to see me, I certainly would have come from the uttermost por- tions of the earth. You have held me superlatively happy. Others have fawned upon me for my wealth, but you it is alone who was capable of the highest form of affection. You cared for me regardless of the power which comes with affluence.” “Dearest,” he added tenderly, “is the inscription engraved on your ring worn out?” “No, dear,” answered Babette hasti- ly drawing her hand away, “every day for ten years I've read those words.” But to herself she dgclared, “there's no inscription on the ring now. That the rates to be 92 charged by the said Peninsular Telc- | phone Company for the use, rent and hire of telephones operated by it in connection with its said telephone system, and within the limits of the City of Lakeland shall be subject to the regulation of the railroad com- mission or other lawful authority hereafter prescribed by law. “Section 4. That section 4 of said ordinance No. 37 be and the same is hereby amended to read as follows: *‘Section 4. That the rights and privileges hereby granted to the said Peninsular Telephone Company shall be in force and effect for the term and period of thirty (30) years from the twelfth (12th) day of June, A. D; 1901, and provided further that any sale or attempted sale of the rights and privileges hereby granted to a competitor of the said telephone system shall work a forfeiture of ali the franchises hereby granted. “Section 5. That section § of said ordinance No. 37 be and the same is hereby amended to read as follows: “*Section 5. That at the expira- tion of this franchise the City of Lakeland shall have the right to pur- chase the telephone system installed and operated under this grant, as well as all properties used by it in the operation of said telephone sys- tem within the limits of the City of Lakeland, as well as all other prop- erty under or in connection with such franchises or rights, or such part of such property as the City of Lakeland may desire to purchase, at a valution of such property desired .to be purchased, which \aluauox {shall be fixed by arbitraticu, as ma) be provided by law.’ “Section 6.
