D, 1911, for the purpose of submitting to the qualified voters of the City of Lake- land the question of issuing Munic- !ipal Bonds for the purpose of con- |stru(ling a system of Sewerage, pav- lmg streets and Sidewalks, and crecting Public Buildings, including a Fire Station, Jail and enlarging the City Hall. Said Election to be held and certified in accordance with the Ordinance of the City of Lake- land providing for the holding and certifying of general Elections, ex- cept as provide dby Ordinance num- ber 132, calling said Bonding Elec- tion. An Ordinance providing for the calling and holding of an Election in and for the City of Lakeland, for the purpose of voting on the question of issuing Municipal Bonds by the City of Lakeland, and for the elec- tion of three Trustees for said Bond [ssue, and the disbursement of the funds derived from the sale of said Bonds. BE IT ORDAINED BY THE COUN- Cll, OF THE CITY OF LAKE- LAND: Section 1. That an Election i3 hereby called in and for the City of Lakeland, in the State of Florida, for the purpose of voting for orj against the issuc of Municipal Bonds by the ity of Lakeland, for the following amounts and purposes: Seventy-five Thousand Dollars ($75,000.00) for the purpose of putting in, constructing and operat- Station and Jail, and enlarging City Hall, for the use of the City of Lake- land. See, 2. Only resident who are otherwise qualified to vote in the General Election of the City of Lakeland, who own real estate with- in the City of Lakeland, and who have paid taxes thercon for the last year for which taxes were due, fihnll' be qualified to vote in said Election ‘ Klectors, | See. 3. Notice of said Election shall be given by the Mayor for thirty (30) days, next preceding said Election, by publishing the same in a newspaper published in the City of Lakeland, according to law. There shall be elected at said Election three Bond Trustees, who shall compose the Board of Pub- lic Works, and who shall negotiate the sale of said Bonds, according to the Charter of the City of Lakeland, and receive the funds derived from caid sale, and who shall have power to contract for the comstruction of the improvements for which said bonds were issued, and disburse the funds derived from sale of same. The striped facing of the revers and the cording on the sleeves are only used here to make sequence with the skirt, for such a blouse is as often part of a dress as separate from it. With a black dress a scarlet blouse of this ‘ kind would be charming with a little gold braid about the neck and sleeves. Silk, satin and cashmere are available materials for the smart blouse, which, besides belng so chic a thing, also adds something to warmth. As you have noticed, color, and a good deal of it, pervades this little white or ail biack. The big makers tell you why all white and all black make one look old, and consequently behind the times, as routhfulness is the most important feature of dress nowadays. For the same reason, trim- mings are used in the mest modified quantities and whenever a bit can be left oft it is. This restraint marks all of the best French things, and how- ever much we may want our owm fashions we still look to France for the newest and smartest ideas.
