In the name of the World's and National Woman's Christian Tem- ance Union, Lillian M. N. Stevens, National president, at an immense meeting at Portland, Maine, Sunday evening, September 10, on the eve of the great election, issued an im- portant proclamation, which was cabled to the delegates assembled in Congress against alcoholism, at the Hague. During the important campaign just closing in Maine, it has been forcefully demonstrated that the tem- perance question is of world-wide importance and interest. Never be- fore has an appeal so numerously signed by prominent people of the nations been issued as that which has come to Maine pleading that the state should not lower its beacon light of prohibition. It is fitting that from Maine, this notable center of prohibition interest and activity, a message should go to the people of the world and that this message take the form of a proclamation of prin- ciples and purposes. The Proclamation. Whereas, modern science has de- finitely established for all time that alsohol is a toxin, the worst product of the ferment germ, a poison to every living tissue, destructive and degenerating to the human organism, striking at the health, character and life of the individual, blasting the lives of children unborn, and under- ining the integrity of the family And Whereas, “Wine is a mocker” and the maintenance of aleoholic beverages in the channels of trade always causes their widespr ad use among the people, entailing incalcul- able economic loss in productiveness and a heavy burden of taxation, turn- ing out multitades of slaves and vic- tims of drink, lowering in an ap- palling degree the average standard of character of citizenship upon which the nation's institutions and liberties must rest, bringing about the untimely death of many thous- ands of citizens, exceeding in nume- bers all those destroyed by war, pes- tilence and famine combined. And Whereas, this terrible disease has been running frr long centuries, and is now gnawing at the vitals of the nations and civilizatious of today, gripping the governments of the world, and is interwoven into the political, commercial and social life of the people, thus constituting the most deeply scated chronic organic dlsease known to the body politic and body social, And Whereas, such a disease for a permanent cure requires of necessity deep continued organic treatment for the t%hole body, for which partial, superficial devices like legal llcense and local regulation have always proved and from their own nature must always prove utterly inade- quate, Therefore, in the name of the \World's and National Woman's Chris- tian Temperance Union, we hereby make this proclamation for a great crusade to carry the vital truth to the people themselves in all lands, and through them to place prohibi- n tion in the organic law of the world| row in the forming. And to this high end we invoke the blessing and guidance of Almighty God. and the co-operation of the men and women ¢f all lands who love their fellow- men.
