The doctors based their hopes | for a syphilis vaccine on the re- sults of 15 months of experiments with 62 volunteers at Sing Sing Penitentiary in Ossining, N. Y. Such a. vaccine would complete | medical science’s one-two punch knockout of the disease. For ‘sev- eral years doctors have been cur- ing syphilis with penicillin. Dr. John C. It was thought that by diverting attention to peaceful ‘ses some progress might be pos- sible on barring wartime uses: This disarmament feature was jettisoned in the feeling it would be unwise to strip Western Allies of defensive power if Russia were un- touched by any such pledge. Congress, meanwhile, approved ‘modernization of the 1946 Atomic Energy Act. The effect was to per- mit private development of atom- ie power plants and to allow a fuller exchange of nuclear secrets with friendlier nations. Last September, when the U.N. got under way again, Secretary of State’ Dulles appeared before the delegates to ‘press again for the President’s proposal. Then the shift from pool to \clearing house was publicly re- vealed. The United States an- nounced it was putting up nuclear materials for fuel in experimental atomic power plants to be built In the end; despite bitter words, versations had moved into a new |phase.
