Ags Fulbright Charges Knowland With Dangerous Talk In Statements Discounting ChanceOf Peace By ROWLAND EVANS jr, WASHINGTON. # — Sen. Ful. bright (D-Ark) said today Sen, Knowland (R-Calif) aged in “dangerous talk” yestefday when he told the Senate “ultimate Com. munist victory” would result from “coexistence amd atomic stale. mate.” Two other members of the Se: ate Foreign Relations Committee Senators H. Ale: Smith (R- NJ) and Sparkman (D-Ala)—saiq they were puzzled over the point Knowland was trying to make, Knowland is the Senate Repubjj. can leader. Fulbright said it was “danger. ous talk” to suggest that the United States could see. ® possi bility of working out a peaceful solution of pressing world prob- lems. He cautioned that this coun- try could lose the cold war “by. losing the allegiance of India and other nations through our empha- sis on military power.” He urged “a lot less talk and a lot more Tesponsibility” in the foreign and military policy fields. : Knowland called for a congres- sional inquiry into “our foreign and defense policy to find out where *... it will take us and whether this clear and present approved the idea of a policy re- view. and he said: “I’m afraid to- day that we are weaker than we should be.” Knowland agreed with some Democratic senators that the Uni- |ted States should be able to nego- |tiate with the Russians “from a position of strength,” but he said he could not concede their argu- ments that the armed forces had been weakened by administration cuts in the defense budget. Nonetheless, his speech — the}. danger which appears to me to ex- |first at this special Senate session ist is such that a hasic change in the direction of our policy is warranted.” Sen. Lyndon B. Johnson, the to deal witha matter not’ related to the censure charges agains Sen. McCarthy: (R-Wis)—appeared to place the GOP Senate leader at odds with President Eisenhower on U.S. policy toward Russia. Eisenhower told a news confer- ence last June the hope of the world lies in peaceful coexistence with Russia and other Communist | nations. “But he stressed he would “not be a party to any treaty that makes anybody a slave.” Knowland said Russia is delib- erately pushing the concept of “peaceful coexistence” for ‘the purpose of gaining sufficient time to accomplish what we may term ‘atomic stalemate’.” He said the Soviet target date for reaching this objective probably is between 1957 and 1960. _ By then, he said, Russia will be in position to start “Operation Nibbling, wherein they will seek to take over the peripheral na- tions bite by bite.” Smith said he wes.“convinced” jthe Eisenhower administration “knows exactly what is going on and makes all. the reappraisals necessary of our foreign and mili- tary policies.” He said he would not object to a congressional review of adminis- tration policy early in January, adding that it “might throw a little light on our situation.” A White House briefing on foreign affairs for congressional leaders of boh parties is scheduled for tomorrow. Sparkman said in a separate in- terview he wished he had Know- land’s answer to this question: “What is the alternative to co- existence?” The only answer he can think of, Sparkman said, is “the inevitabil- ity of war.” But he noted Know- land asserted he was not advoca- ting preventive war against Rus- sia. Fulbright szid it would be “disastrous” to create an’ impres- sion that this country favers such a war. Wal- ter (D-Pa) takes to House Demo- \cratic leadership today his propos- al that the House Un-American Activities Committee be abolished and its functions - transferred to Walter, who is in line to replace Rep. Velde (R-Ill) as chairman of the committee, told newsmen he would discuss with Rep. Rayburn| D(Tex) his plan to shift to a House Judiciary subcommittee the ‘work | now done by the un-American ac- tivities group. Rayburn, now Dem- Un-American Activities Committee ocratic House leader, is due to resume the post of speaker when the Democrats organize the House in January. “I think it is the most logical move we could make,” said Wal- ter, who has been critical of some of the committee’s operations the past two years. Walter has argued that a more effective investigation of commu- nism and subversion could be car+ ried on by a subcommittee respon- sible to the judiciary, group, which j deals with legislation in the secur- ity field.
