In 1951, a group of property own- ers from the Florida Keys met to) discuss an alarming item concern- ing a bill which was to be intro- duced in Congress. This bill, HR 2897, was a proposal for the estab- lishment. of. a wildlife reserve to protect the key deer, The reserve would cover most of the lower Ha methods used esc the Cape Sable| lands which were incorporated in- | to the Everglades National Park boundaries, land owners were wary | of any proposition dealing in leases, land titles or condemnation pro- cesses. The Lower Keys Property Own- ers Association was formed not to fight the protection of the key deer, but to protest the acquisition of pri- vate property by condemnation. | The association sought the aid | and advice of our State Represen- tative Bernie C. Papy, who was aware of what could happen if this bill were passed without protest. Congressman Bill Lantaff, who sponsored this bill, was invited to discuss it at the County Courthouse | in Key West. A special meeting was held on June 15, 1951, the fin- al outcome resulting in an amend- ment to the bill allowing land to be obtained by lease only. Said; leases could be cancelled on 30 days notice.
