India Asks U.N. For Halt On Weapons Until Further Work Can Achieve World Disarmament By TOM HOGE UNITED NATIONS, Ny. mw — ‘The long U.N. arms debate neared a close today with a call by India| fer @ halt on weapons production wntil: a worldwide disarmament pact can be reached. India’s V. K. Krishna Menon, last speaker listed in the debate, sought the floor in the 60-nation Political Committee to present his appeal for a standstill agreement. The Indian resolution called on the U.N. Disarmament Commis: gion to study ways of setting up an “armament truce” pending agree- Ment on a disarmament conyen- tion. Menon previously urged a the production of atomic bombs until measures could be set up to eliminate them, but nothing ever came of it, The resohition circulated among delegates last night also called on the General Assembly to recess in December—instead of adjourning— 8o it could reconvene quickly if the Disarmament Commission issued a report requiring immedate ac- tion. After Menon’s speech, the com- mittee is expected to press for a quick vote on a resolution to set up secret five-power disarmament talks again. The resolution—co- sponsored by Russia, France, Brit- ain, the United States and Canada appeared certain to win appro- val. The five nations held a series of fruitless meetings on the issue in London earlier this year. Russia’s Andrei Vishinsky held the floor for two hours and 40 min- utes yesterday while he blasted the London and Paris agreements on West German rearmament and challenged the Western Powers to match Soviet efforts toward dis- armament agreement. In his longest speech on the arms question this year, Vishinsky told the Western Powers, “You can’t have new pacts which make for aggression while you are supposed- ly seeking disarmament in the UN.” Aiming his barbs mainly at the United States, Vishinsky declared Russia shied away from cospon- soring the resolution for new dis- armament talks until the other powers agreed to delete all refer- ence to an American plan calling for control measures to enforce disarmament. Claiming the American scheme was based on the old Baruch Plan, which Russia bitterly opposed, Vishinsky asked: ‘Would the con- trol organ be the super special sa- cred cow which could operate without appeal?” If that were the case, he said, Russia, finding herself in the mi- nority on a control organ, would have no protection. Supreme Court Declines To Hear Trade Law Attacks WASHINGTON — The Su- preme Court declined Monday to hear arguments in four new at- tacks by retailers on “fair trade” laws. The laws give manufacturers the right to set minimum retail prices for their products. They are in effect in all states except Texas, Vermont and Missouri, and the District of Columbia. Validity of the Federal MeGuire Act also was questioned in three of the attacks.
