President Eisenhower’s plan to revise the atomic energy law was approved last night, 57-28, after amendments made it acceptable to many Democrats who had car- ried on a determined fight against it. The House-passed foreign aid authorization bill would, in its Sen- ate version, put a ceiling of $3,100,- 000,000 on foreign aid spending in the fiscal year that began July 1, A bill to actually appropriate Nearly $2,000,000,000 in new foreign aid cash comes before the House for formal approval.
