'Y WEST CITIZEN Today's NEW YORK (—Money is easier! —as a 30 million dollar deal today, a 40 million-one in the works, and a five million one last week clearly show. : When you yourself are looking) for a few bucks, money may seem} just as hard to find. But rising) bond prices and sliding interest rates show it isn’t. For many a businessman—and} doubtless for the men in the U. S.| Treasury—the easy money market! is both a problem and an oppor-| tunity. The problem: to borrow now or| wait for the chance of still lower rates. The opportunity: to trade old high-interest debts for new lower-| interest debts. For big corpora-; tions with debts running into the millions, the saving is great. C.LT, Financial todzy is redeem- ing 30 million dollars of 4 per cent serial preferred stock it sold in 1948 and 1949 to two insurance’ companies. The loan company will gain in two ways. First, it will save a great deal in| interest payments each year. (If it should need to borrow, it can get funds from the banks for less than 4 per cent.) Second, it ean increase its capi- tal and surplus to 200 million dol- lars, which the company calls “an adequate base to support a contin- uing high level. of operations.” If money weren’t easier than a few months ago, and if the de- mand for consumer loans weren’t less pressing, C.I.T. mightn’t be redeeming the stock just now. Detroit Edison only a year ago floated a 40 million dollar 3% per cent bond issue, due in 1988. But since then the cost of borrowing money has come down sharply. By the end of this month, investment bankers figure, the treasury suc- cessfully could offer a long-term two billion dollar issue at 3 or 3% per cent. If it does, that could mean that the administration thinks the re- cession is almost over and surplus money can be sopped up without hurting business. If instead the treasury looks for short-term money of the kind banks take to, that could mean it wants to leave’ long-term money} in the market for investors to lend as a spur to home building and plant expansion. Why is money easier now? Part-|"% ly because the Federal Reserve Board took steps to see that it is, as an offset to recession. Partly because business and consumers fhaven’t been borrowing as fever- ishly as formerly.
