ARTMAN ADVERTISING RATES MADE KNOWN ON APPLICATION The Citizen is forum invites discussion of public issues FLORI ss UMPROVEMENTS FOR KEY WEST ADVOCAT BY THE CITIZEN ON MILITARY PAY There are growing indications that economies made at the expense of pay and fringe benefits to service men are at an end. This situation has come about in view of the fact that reenlistments in the armed services have dropped off considerably and because resignations, even at the service academies are becoming more frequent. Military officials argue that morale in the services has suffered as a result of the recent economy wave and termination of some pay and fringe benefits. Among the economies in recent years has been an end to special bonus pay, an end to some housing allowances, curtail- ment of post exchange services, and an end to medical benefits for some military dependents, As a result of this situation, the House Armed Ser- vices Committee is beginning a study of the adequacy of military pay. Because the pay scale was revised only a few years ago, no general revision of the scale is antici- pated, nor any blanket increase for members of the armed services. However, information gained in the study of the House.committee may be used to block any Pro-) posed new economies and possibly to restore some of the fringe benefits ended in 1ecent months and years. The National Educational Association said recently that broken homes, unworthy parents, poverty and other cause factors, were costing the country more than is gen- erally realized. Pointing out that it was ten times cheaper to pay for a child’s education than to let him become a delinquent, the NEA called upon parents to see to it that children of school age are sent to school. The Association reported that school attendance records for 1958 showed that fifteen per cent of the chil- eren in the 14-to-17-year age bracket were not enrolled in any school. This is a surprisingly high percentage in view of the fact that all of the states now have compul- sory attendance laws. Stressing the fact that schools prevent delinquency, the NEA calls upon parents to invest in their children’s education, as the moral thing to do and as the econo- mical thing to. The juvenile delinquent, the Association said, cost society about $2,500 a year. However, it costs only about $228 to keep that same juvenile delinquent in school, according to the NEA report. It is usually a mistake to pay in advance for a job. Crossword Puzzle ACROSS 1. Undermine 4. Addition to PIO TRB AIDIE [PIT BRE IG/O) (E|RIABO|U/M) A[SEIM/AIP) WIEILITMERIEILIA] TIONS) 40.
