It is the blight of areas being al- lowed to run down rather than be- ing renewed and repaired as was normal practice in former years. Merchants are feeling the loss of sales as their middle-income customers take to the flourishing suburbs. Real estate values and income slip as worn-out areas spread around the badly congest- ed central core of many of our cities. Municipal government costs rise faster than tax revenues, “The future of our cities” will be up for debate at the convention of the National Assn. of Real Es- tate Boards next month in Los Angeles. Many city fathers find that de- terioration seems to gain speed at the same time that their metro- Politan areas are mushrooming. Slum clearance ard pubiie hous- ing projects have beiped, but they haven't halted the tendency in re- cent years to fet property run down, And the middle-income fam- ilies which once lived just beyond the business districts have largely been ignorea in postwar city con- * struction. The Twentieth Century Fund, a nonprofit foundation for scientific research and public education, put Miles L. Colean, a city planning consultant, to work on the prob- lem. The fund today publishes his report, “Renewing Our Cities,” pointing out many reasons why cities are being biighted, Traffic congestion is growing steadily worse and strangely enough driving people farther away from the business district. Rings of suburbs around most cit- ies drain resources without reduc- ing the load on downtown services. The postwar housing shortage led to lax enforcement of housing regulations—on the theory that a slum dwelling was better than none.
