The idea under study, so basic it could alter the whole complex- fon of the government's program for the aged, is calied “pay as) you go.” Under this system, Congress or' the administration would estimate the cost of social security benefits to be paid each year and then levy a tax to pay the bill As Rep. Curtis (R-Neb) once put it. “When the year closes, notohing| is owed and nothing is promised.” Tax rates and benefit levels might vary from year to year, de- pending on economic conditions, the number of persuns reaching retirement age, ihe attitude of Con- gress, and so on. Or benefit leveis could be held eonstant, with taxes varying to! needed. This plan, which has some influ- ential advocates, contrasts sharply with the concept on which the so- cial security program has been operating for the past 18 years. Even French women can be wrong. Interviewed in the midst of his U. S. wholesale coliection of resort and spring fashions, which will be unveiled to American buyers next week, the blond and elegant Mr. Fath considered the universal tragedy of a bad judgment and sighed: international. Simplicity is the one fundamental rule for good taste. \ 2. Give proper care to the hair- Be do. It need not be the latest fads, but it must be suitable to the in dividual, well-groomed, shining, | cared-for—and neat. 3. Wear the simplest possible shoes—plain pumps in well-pol-| ished calf or kid or well-brushed! suede. No sequins, please. No open| toes or open heels. No ankle} traps. | 4. Don’t load yourself with ac-} eessories. A scarf, a brooch, a/| gecklace, a fob watch, chandelier ear rings and corsage are too! much. Learn to eliminate unne- eessary decoration. 3. Don’t overdress. It’s far bet-) fer to be underdressed for any) eccasion than to be overdressed. Understatement is the best policy. 6, Save your glamour clothes for after-five. You needn't carry the simplicity theme to the point ef wearing an old sweater and tweed skirt for cocktails. Learn the art of timing. 1, Keep your iat smart, but eimple. It should not detract at-) tention from your face, your hair- do and your gown. Only the simp- lest costume can take an extreme bat. 8. For ordinary evening wear short dresses are most becoming! and practical—except for formal) inners and dances 9. Gloves should be plain, im- maculate and expensive. 30. Here are some of the arguments pro and con, whicn may be aired with considerable heat in Con- ress: : Supporters of the present system say its biggest asset is that interest from the trust fund will help keep taxes down when the program reaches full costs. They argue “pay as you go” would produce violent ups and downs depending on the political complexion of Congress, with aged people never knowing what to ex- pect from one year to the next. Even if constant benefits are at- tempted, they contend, the tax rate would be prohibitive during unusually adverse years with large numbers of workers unemployed and not contributing, costs would be greater than normal, and there would be no reserve to fall back on, In effect, they say, “‘pay as you go” is an effort to whittle down the program. Critics say the trust fund concept attempts the impossible by trying’ to estimate now such things as the number of births ard deaths and economic conditions in 2050, They insist political temptation will be too great and the trust fund will be raided to provide bigger benefits for current voters, thus committing the government to a program it won't be able to sustain in the future. They claim each new actuarial study already pictures the trust fund turning downward or exhaust- ing itself, instead of remaining al- most level. They doubt if present voters will consent to raise taxes enough to build up a trust fund for future recipients. —————_.
