Pavilion, FEDERAL CAREER WORKERS The effort of the Republican Administration to trim Federal payrolls in some departments is causing a contro- versy over the status of Federal career workers in Wash- ington. Hundreds of recently laid-off Government career workers are organizing in rn e’"-~ to get th-~-elves now Federal jobs. _ On Capitol Hill some Cong..s....en and Senators are accusing the Civil Service Commission of shirking its re- sponsibility to Federal career workers. Naturally, this congressional criticism of the Commission encourages recently-fired employes to bring about pressure, on both Congress and the White House, intended to force action by the Government to fi-? new jobs for the leid-off em- ployes, It seems evident t..at i: the Acminisi.acion is going to economize on the payroll by reducing the number of Federal employes, some career employes are going " to be left without work. This, however, does not bar them from private jobs and casts no reflection on their abilities. If the idea that the Government is responsible for'all its career employes, regardless of Government needs and the economic situation is sold to the country, the Federal bureaucracy is sure to grow steadily, and never be reduc-' ed. : In a democracy this is a real danger and it is impor- tant that nothing is done which would hamper the Gov- ernment in a legitimate policy of economy. We do not un- derestimate value to the Government of career workers nor contribution which many make by serving continually in Government employment for'a period of years. Gener- ally speaking, the dismissals should be worked out so as to fall heavily on recently-added workers. But the dis-| missal of several hundred Government employes, some of them career employes, is no crime and is only the opera-| ‘tion of the natural law of supply and demand in relation to the economic resources of the Government. The tax- paying public approves of the dismissals. The number of people who do not know how to read editorials is almost equalled by the number of editors who do not know how to write them.
