OWENS, U.S. Navy, assistant officer in charge of the Navy Recruit- ing Station and Office of Naval Officer Procurement, Raleigh, North Carolina, has just been promoted to the rank of Lieutenant Commander, it was announced recently by Lieutenant Commander R. R. Davis, USN, officer-in-charge. Lcedr. Owens was formerly attached to the USS Howard W. Gilmore, submarine tender stationed here, and is remembered by many Key Westers are the senior Navy Shore Patrol officer in the Key West area between 1949 and 1952. A native of Canton, Illinois, Ledr. Owens first enlisted in the Navy in 1931 and received his first commission in May. 1943. During World War Il, Ledr.. Owens served in the submarine service. In addition to a Commendation Medal awarded for outstanding service during war patrols against enemy forces, Ledr. Owens also holds thé Navy Good Conduct Medal and wears ribbons for the Asiatic-Pacifie and Philippine Liberation campaigns. Upon completion of his naval service, Lieutenant Commander Owens ‘plans to return to Key West and establish perm- anent residence here.
