(#—~President Ei- senhower gives a Republican rally a report today on the first months of his administration, a regime he says will be free during the next four years of scandals and racketeering. The President promised such an administration to 250 North Dakota GOP leaders last night after tell- ing another audience in Minneap- olis that all the free nations of the world must stand together against Communist aggression, “or they shall fall separately.” Eisenhower was scheduled to drive 65 miles today to Riverdale, N. D., to speak briefly and infor- mally at ceremonies marking closure of Garrison Dam. From there he travels to Mt. Rushmore National Memorial near Rapid City, S. D., for a major Political address at the convention of the National Federation of Young Republicans, 3 Eisenhower gave his Minot audi- ence a preview of his speech to ‘the Young Republicans. Singling out such members of his Cabinet as Secretary of State Dulles, Secretary of the Treasury Humphrey and Secretary of Labor as examples of integrity and abili- ty, President urged the North Da- kota group to attract outstanding people into the state organization’s ranks, People of such caliber, ‘Eisen- hower added, ‘“‘assure there are not going to be any tax scandals or unwarranted pardons, or rack- eteering.” ‘ He said he was going to stress that in his Mt.
