BARRETT WASHINGTON (® — Chairman Wolcott (R-Mich) of the House Banking Committee said today he opposes an Eisenhower administra- tion plan to extend general rent controls to Oct. 1. federal ceilings on some 4,300,000 housing units in noncritical areas in 32 states can be lifted earlier than Oct. 1—just how much earlier he wasn’t sure, The controls are scheduled to die April 30, unless extended. Acting Defense Mobilizer Arthur S. Flem- ming, speaking for the adminis- tration, urged an extension to Oct. 1 in.a hearing before the Senate Banking Committee only yesterday. | A second administration witness, Deputy Secretary of Defense Roger M. Kyes, was called before the Senate group today to give further details of what the executive {branch wants in the way of con- tinued economic controls. There were signs of strong oppo- sition in the Senate and House to the proposal for a five-month ex- tension of general rent curbs. And another signals mixup be- tween the White House and Con- gress appeared to have developed. Wolcott said there has been no agreement between President Ei- senhower and congressional leaders on the issue. After a White House conference Monday, House Speaker Joseph Martin (R-Mass) told news- men an agreement on the Oct. 1 extension Wolcott, House meeting, said this was a “misunderstanding.” He added that the Oct. 1 date had been mentioned prominently but the question of whether there should be any extension at all—and if so, how long—had been left open for further consultation, Martin agreed today tHat ‘there wasn’t what you would call a fixed, ironclad agreement.” He said ina separate interview that practically everyone at the conference agreed on some extension, and that Oct. 1 “appeared to be the consensus of opinion.” Martin said he had point- ed this out at the time. Martin and Wolcott said Eisen- hower’s chief interest had been to | give state legislatures time to pass ;rent control laws to supplant the |federal law, if they want to.
