Partly Anti-Filibuster By JOHN CHADWICK WASHINGTON ‘#—Senate anti- filibuster leaders here claimed some benefits from their opening- session fight despité overwhelm- ing defeat by a combination of Republicans and Southern Demo- crats. But they made clear they were thinking of ultimate victory in an- other Congress and not counting on Republican promises of at- tempts later this year to make it easier to choke off filibusters. Sen. Jenner (R-Ind) told a re- porter, however, that as chairman of the Senate Rules Committee he would work for early Senate action on a resolution he intro- duced to modify present require- ments for limiting debate. Any such attempt was given little if any chance of success by the senators who battled in vain to persuade the Senate to start off the new GOP-controlled Con- gress with a revised set of rules. Sen. Neely (D-WVa) said Pres- ident-elect Eisenhower was “the only man on earth” who could bring it about and appealed to him to call on GOP senators “to go down the line” for a change in Senate rules so that a majority would be able to enact eivil rights measures, Just after Neely injected Eisen- hower’s name into the debate, the Senate’ voted 70-21 to kill the anti- filibuster effort initiated by a bi- Partisan group of 19 senators. With that fight disposed of, the Senate quit until Friday, when it will take up the knotty ugestion of what to do about committee assignments. The GOP leadership is backing a plan to enlarge 10 cloudy weather with few showers mostly in north portion. The Senate test on the filibuster issue provided the first roll-call vote of the new Senate and showed that on this issue at least Repub- licans and Southern Democrats were in firm control. The vote was on a motion of Sen. Taft of Ohio, the Republican floor leader, to kill an earlier motion of the 19 senators. that the Senate adopt new rules. Voting for Taft’s motion were 41 Republicans and 29 Democrats. Against it were 15 Democrats and five Republicans—Duff Pa), Hen- drickson NJ), Ives NY), Kuchel Calif) and Tobey NH). Neely’s appeal to Eisenhower to take a hand in the situation brought a sharp retort from Sen. Knowland (R-Calif), chairman of the Senate GOP Policy Committee, Knowland said Eisenhower had refrained from intervening in the rules fight “because he clearly understands the Constitution” and its division of the executive and legislative branches. Neely ‘has gotten used to the Senate being rubber stamps” for the White House, Knowland snapped, but Eisenhower recog- nizes that “Senate rules are for the Senate to decide.” Sen.
