At his home - town, Abilene, Kan., Wednesday night Eisenhower Isunched his bid with a formal speech outlining his program in broad terms. A news conference today will find hundreds of re- porters popping questions that un- doubtedly will call for pinpointing answers. Meanwhile, Eisenhower's chief vival for the GOP presidential nom- ination—Sen. Robert Taft of Ohio— may have something to say, Taft withheld his voice from the chorus of cheers and jeers that greeted Eisenbower’s talk but has said he will be open to questions at a luncheon speaking engagement to- day in Buckhannon, W. VA. Taft and Eisenhower were locked in a neck-and-neck scramble for South Dakota’s 14 Republicampres- idential-nominating votes. Returns from the Tuesday primary—the last Taft-Eisenhower direct clash be- fore the GOP National Convention next month—show the senator 591 votes ahead of the general, with only 16 precincts missing. Returns from 1,931 of South Da- kota’s 1,947 precincts give: Taft 64,700, Eisenhower 64,109. Eisenhower made four main points in his speech, his first since he stepped out of uniform, With a crack at the Democrats—‘‘one party has been in power too long” —he called for: 1, Co-operation between the “‘eco- nomic elements of our country.” 2. Battling inflation by bringing the national budget “under control” and taking “‘the first step back to a sound dollar.” 3. Elimination of “waste, dupli- cation and extravagance” from taxation machinery. * 4. An end to “gradual abso¥ption hy the central government of func tions that belong to local eommu- nijiics and to individuals.” The speech was delivered in the rain at a homcoming celebration for Eisenhower.
