GREEN WASHINGTON @ — President Truman said today (A) he is sure of his power to seize industries in an emergency, (B) he likes all the men who have come out for the Democratic nomination for President, and (C) he believes the government cleanup will take care of itself under his new attorney coneral. Mr. Truman, in a far-ranging news conference, also said he doesn't know whether Gov. Adlai Stevenson of Illinois might be per- suaded to seek or accept the Dem- ocratic nomination, Politics took second place in the discussion. The conference was highlighted by the President's statement that he has power to seize industries in time of national emergency. Nobody—and he in- eluded both Congress and the "| courts—can take that power away, he said, questions But when pressed. by ‘om what he would do if the Supreme Court specifically denies his au- thority to seize and operate the steel industry, the President said he would turn the mills back to their managements. He added, however, that he did | not believe the court would do that. In the best of humor, the Presi- dent smilingly ‘parried questions from reporters who said they were trying to reconcile his reassertion of “inherent” presidential powers with his willingness to yield on the steel seizure if the court declared it illegal. As for Jegislation out- lawing the seizure, Mr. Truman reminded questioners that any act of Congress must be signed by the President — a plain reference to the Presidents power to veto legis- lation. lle remarked that he has been trying, ever since he entered the White House, to get an industrial relations law which would make Nae real collective bargaining.
