The United States took what appears to be a ques- tionable action in the United Nations Security Council session early in April, The Council opened hearings on the Tunisian request that French-Tunisian affairs in Tu- nisia be discussed by the Council. Eleven Arab and Asian countries were sponsoring the complaint against the French. At the last minute, the United States delegation sud- denly received orders to abstain from voting, and since seven positive votes are needed to put a case on the agen- da, an abstention has the same effect as an outright “no.” U. 8. abstention threatened to prevent the listing of the Tunisian problem on the agenda, and enraged many Areb- Asian delegates. : Professor Ahmed Bokhari, of Pakistan, took the floor, upon learning of the U. 8. decision, and bitterly at- tacked the U, 8. action. Among other things, he said, “To whom else can the Tunisians come if not the United Na- tions? Where else would the French want the distressed, suppressed Tunisians to go? What is the United Nations for? All of Asia practically is knocking at the door of the United Nations. Do we say, ‘Please punish the French?’ God forbid! Do we say, ‘Make Tunisia free tomorrow?’ God forbid! We just say, ‘Please in Heaven’s name dis- cuss this case.’” | It is obvious that refusal on the part of the United States, the leading country in. the world, to discuss a case seems a rather blunt action to the Asian and Arab eoun- tries. In fact, such action is contrary to the principles up- on which this country was founded and upon which the governing authorities operate.
